Something wrong with the game's online capabilities?

Every mod that has been released in the last couple of days is listed as having 0 downloads, even when they have multiple likes, which would logically be impossible, so the amount of downloads seems to not be counted properly.

But that's not all. Some users are reporting issues with installing the game today, and I myself just bought the Spain and Inca pack, but it didn't get installed (and when I tell Steam to verify the game's files, it crashes).

Is there some issue with the game's online capabilities going on?

Doesn't sound unrealistic, as they might prepare stuff for the expansion and whatnot. And steam itself does maintenance too and it won't tell you about troubles unless it takes them too long to fix. So... for now I'd just give it a day or two, then try again.

The DLC has been already downloaded now But the "mods' downloads not being counted" problem persists, and as such every mod that has been released in the past few days shows up as having 0 downloads.

This started occurring right when Steam changed some parts of their online distribution method, so I suspect the problems are related.
