Here's a barebones description of my country

The Siberian Horde
Leader: (Xyjal) Shaman-Khan
Capital: TOBOLSK
Language: Siberian Tatar, Russian (Official languages), Bashkir, Ukrainian, Nenets, German, Belarusian (other)
Government: The Shaman-Khan is the ruler, although he is mainly a religious figure. The government is headed by the National Council, a delegation of various representatives of the ethnic groups in Siberia.
History: Siberia was divided among hundreds of warlords after the Catalyst. However, in a Tatar state near Tobolsk, several people (deemed "Shamen") suddenly manifested psychic powers of varying ability. Rallying around a particularly powerful individual who called himself Xyjal Shaman-Khan, the self-proclaimed Prophet of Tengri, the Tatars of Siberia soon rallied and annexed much of the former Russian Federation

The world's nations have begun to rebuild. Some old states have re-asserted themselves, whereas some new ones have also emerged. The pre-Cataclysmic trends have been torn apart, with a whole new world being born, looking only geographically the same as the last.

I've changed it. Now, everybody has the same chance of getting a revolt each turn. HOWEVER, how severe it is depends on your instability. RR is a percentage of your provinces. Everyone has a 10% chance of a revolt.

How much of your realm will break away is your instability * 5, so instability 20 = every province attempts to break away. By contrast, instability 1(which human players are generally at) will only yield a mere 5% attempting.

-While rebels tried to rise up in Germany, sponsored by a foreign power, they were thwarted

Units are pooled regionally. That is, one pool of units can deploy anywhere in a territory of yours that is contiguous. If you deploy 10 units in your European area and 20 in your Asian area for instance, they are confined to those areas unless you transport them. You can see the pool on the map.
