The Kyotan navy had set up a blockade between the islands! This was harming the infrastructure and economy of the nation, and NEEDED to be stopped. Immediately. Once again, the Hokkaidan council came together at Sapporo to discuss battle tactics.
"We cannot attack their blockade!" said one elder. "Our navy may be as well-trained as theirs, but it is smaller!"
Another elder injected, "Elder Miyamoto-sama, you're a wise man and a good tactician, but you forget that our navy is more advanced than their barbaric little dingies!"
On and on they went, arguing until the sun rose on the meeting hut. And then the youngest of council stepped forward and said, "We must expand our navy, though it will harm our economy. And to fix our economy, we shall begin work on a great wonder to increase commerce between our islands!"
"That," started the eldest of the council. "Is a decent idea. But why must we try to take that island, anyway?"
"Because, Yui-sama, it is our destiny to reign over it!"
No one argued.
Orders:
Continue the three-pronged attack on the Kyotans. Force them to constantly shift their attention to different prongs. Keep them guessing. Never use the same tactics twice. But they shall continue along the routes they were taking previously.
Meanwhile, increase the navy [thus decreasing the economy down to Recession, unfortunately] and split it into two Squadrons as according to the map provided. The brown squares are each a Naval Squadron. The western squadron will follow the orange line and assault the Kyotan blockade. When they throw their whole weight of attention on this attack, the second squadron will swoop down from behind [following the yellow line] and attack from behind.
Also, begin work on the Temple of Sapporo [+2 economy], which will draw many religious Hokkaidans to the city, hopefully increasing economic worth even if the blockade is not destroyed.
