Yes, if you want to win. Well, some people don't use them anyway, and they're the ones that get beat up. I'm assuming you don't like losing all the time. ;) If you need advice, people will help. Or at least I'll try to.

Only if you provide tactics that would actually scare opposing armies. You need to have a justification for your orders.

One way to do that would be by writing a story about how fear-inducing your troops are--that would probably get you some kind of bonus.
 
I'll dig up an example war order set for you.

Spoiler A theatre from a long ago war: :

1) Djibouti theater
I assume they are investing heavily into their military this turn, so they will have a probably big enough military to fight these guys off. Anyway, put about 1/4 each of the army on the following spots: The eastern part of the dotted red line (a line of forts and communication towers), the western part of the same line, another group will be near the southern city, ready on the road from the capital to that city, with only a small group of archers and spearmen garrisoning the city itself.

The rest of the army will be in reserve to reinforce any part of the army that is failing.

The northwest group will stay deep in the desert on their line of towers, waiting for the enemy. The enemy will have to come through the desert to us; their supply lines will be stretched, and they will be tired, hungry and thirsty. Our freshly supplied troops will strike out from this barrier, attempt to surround them, and wear them down with volley after volley of arrows. Once they are sufficiently worn, crush them with the main combat troops. The enemy will be surrounded, demoralized, thirsty, hungry, and essentially dead meat.

Same deal with the northeast group, except they are defending in case of an attack from Sumeria.

The Southern group is to wait until the enemy have attacked that city, and are in the process of laying siege, as in they are just striking the camp, and then strike from behind, right where they would expect their own reinforcements to come out of. The enemy will be pinned against our own city’s walls, which will slaughter them with arrows, while our main force will destroy them from the outside, as they have had supply lines cut and are now surrounded.

The reserve group, obviously, will reinforce any area that is failing. I sense myself repeating myself, so I will move on. ;)

[note: of course there were other theaters in this war, but you can get the gist from this.]

I think the latter answer has already been given by others.
The darker grey areas are regions of particularly civilized barbarians - those getting ready to settle down and establish civilizations. They'll (probably) become nations next turn. Lighter grey are areas with significant human populations that do not have civilization (and that are known to the current PC nations).

Spoiler slightly shorter, boring drivel :
Thoroughly scout the NPC’s territory as an embassy, to find out what their terrain is like. This will aid in the invasion. If they estimate that the enemy is weak enough compared to us already, attack with the below plan immediately. If they are too strong, train enough troops to comfortably take them down.

Also, we are invading the NPC this turn. Basic tactics are, strike down the river, if we encounter any enemies, then outflank them with the elites and pin the entire enemy force against the river. With them in this location, they will be surrounded, and then start attacking from all sides. With a morale advantage and the cool UU, they will die. If we encounter any cities, cut them off using the river as a fourth side of the besieging force. They will probably fall quickly to the siege. If they don’t, then build a dam on the river (temporary) to flood their towns and force them to surrender. After the job is done, demolish the dams.

•Spend 2 eco points on improving our roads, and other forms of infrastructre, mainly for the army, so we can get them to the Shandong very quickly.

•Spend that last one on erm ships.

•We are to take our divisions that are currently ready to fight (if this is under 10, then wait until we get about 15 ready)

•The millitary will follow the new roads and such to the Shandong where they will start at both sides of it.

•They will do a lighting fast attack, slaughtering everyone, besides a few high ranking naval captians.

•We will destroy all the settlements on the coast, except one which we will use as a lunching point.

•After we have taken the coast and any ships, have the rest of the army move inland, and throughly counqer it, dont ruin the land, but destroy the villages.

•We will round up all the ships, equip them with Chubu flags and such.

•We will grab those high ranking officals we kept alive, and take them with us.

•We will load as many men that can fit, and sail to the capitol island of Chubu, using the captains and such to help.

•We will then allow a few ships to go first, with the officals, and get them to open the gates, and then the rest will follow.

•Use an excuse that theese are the last survivors and escapees.

•The few men up top will be in Chubu colors, as to not alarm.

•Then, once all inside, they will disembark, and let all hell rain loose.

•The archers will spring up from the deck, and fire the fire arrows and such, and the men rush out with torches and such, trying to set fire to the city.

•We will overwhelm the garrison, thoroughly light the city on fire, then escape.

•We will hopefully have a few ships on which to sail back on, hopefully.

•If not, have the garrison live off the island, capturing unseuspecting merchant coming still thinking the capitol stands, and loot them for money, regardless of their country.

•They will live there for the IT.
