I would like to take the nation of Shu if that's cool by everyone, I read through the whole thing and didn't see anyone take it, Gotta love the 3 kingdoms Era!

Liu Bang surveyed his land.. mostly harsh jungle terrain. However, he was a virtuous optimist, so rather than harsh, he saw LUSH jungle terrain. For years he had noticed that certain jungle animals like spiders and frogs were able to kill men, which were hundreds of times their size. He called out for his most learned peasants and issued forth this decree:
Ten thousand of anything our nation produces to the man who learns the secret of spiders and frogs killing men, and turns that information into a viable weapon for our glorious armies. All prisoners kept by your local magistrates are subject to testing.

He was also interested in the Neighboring kingdoms, Wu and China ((Should be WEI in my opinion but whatevs)) and to both he sent people to live amongst these men and learn what they could as ambassadors of peace and goodwill.
Liu Bang also wanted to increase the number of learned men and artisans in his beloved villiage and capital of Cheng Du, hopefully someday people will inhabit this Villiage like rodents in a shoddily made granary.
Additionally, a most paranoid military advisor convinced Liu Bang to commission a 20 person honor guard of eunuchs for both Liu Bang and his Wife, Liu Shen Chao. As a result there were several small beheadings to go with everything else.
