Yes, otherwise there would be no incentive for having slaves, and thus we'd have a rash of manumissions waaay early on. The problem being, having slaves is also a potential headache, as the world views you in a much more distastful light, and they also discourage innovation, as why build a steam engine when one can do its work with ten slaves who never break down? Disgusting, yes, but it does aid the economy.

New Governor Inaugurated!
Our new governor, Henry Van der Ploeg, was inaugurated last week. He says that he is "proud to be this great state's first governor under the new national Constitution."
Mr. Van der Ploeg immigrated to America from Holland as a young man. His father was a Philadelphia shopkeep and young Henry apprenticed to a farrier. By the time he was 25, Mr Van der Ploeg owned his own farrier's shop and in time became on of Philadelphia's leading citizens. During the war, he supplied continental dragoons and officers with shoes for their horses, a valuable service. He later became wealthier investing in shipping concerns.
Mr. Van der Ploeg has only recently entered politics, having run for the governorship on a federalist, pro-business platform. He is a strong supporter of Mr Adams.

Education Bill Passed
Governor Van der Ploeg instated a Department of Education today. It has $3,000 of state money budgeted for it and the Governor gave it the goal of "universal education up through age 10 with universal literacy." The Governor is confident that with "proper budgeting" that goal can be reached.

Militia Raised
By order of the Governor and authority of the constitution, the first Regiment of the Pennsylvania State Militia has been raised. Volunteers are enthusiastic. They have been drilling in and around Philadelphia for weeks and are now deemed "fit for duty" by their commanding officer, Lt Col Richard Ames, and the Governor. Our military analysts judge them to be of "regular" level of discipline. The Governor, when queried, said that "future expansion [of the militia] is contemplated."
A contingent of 200 is to remain in Philadelphia to see to its security, while the other 800 are to proceed to Pittsburgh and the frontier to protect settlers and the proposed coal and steel industry to be centered there.

Huge grants to industry!
The Governor today announced that half of the states budget, $10,000 is to go to grants to industry. The grants are to go specifically to new "steel mills, foundries, and coal mines." The center of this new burst of industry is expected to be Pittsburgh, our analysts predict.
The Governor issued a statement that "industry and commerce form the vertebrae of a prosperous society."

Transportation news
$2,000 is to be allocated to transportation, especially improvement of a network of roads across the Alleghenies to Pittsburgh from Philadelphia, so as to facilitate the movement of raw materials from the industrial center to the state's trade center.
To protect shipments moving along the road network, $2,000 has been allocated to internal security. The new police force is expected to, along with the militia, quell any banditry.

Harbor improvements
A new project has been announced. $2,000 per quarter is to be devoted to the improvement of Philadelphia's harbor facilities and the channel leading to the city from the sea. The larger harbor is expected to increase trade revenues by $2,000 per quarter and increase immigration.

New Legislation
Immigration - The Governor lifted all restrictions on immigration into the state, regardless of nation of origin. The Governor, an immigrant himself, naturally sympathizes with their plight.
Banking Codes Modernized - the Governor passed new bills modernizing the states' banking and finance laws, in the hope that increased loans will boost the state's burgeoning industries.

National Free Commerce Bill
The governor has proposed a bill to Congress that makes it illegal for states to place tarrif barriers on imports from other states. States may still place their own barriers on foreign goods.

International Commerce Bill
Governor Van der Ploeg proposed a secon bill to Congress, proposing a tariff on all foreign manufactured goods and metal.

I would like to put forth the proposition that we introduce legislation banning slavery north of the Ohio River. I figure the bill will carry the most weight if it is formally proposed by a Southern slave state like Georgia or SC that have nothing to gain from the expansion of slavery north of the Ohio besides stronger and more threatening neighbors from the north like Virgina. If Georgia and SC want to maintain or increase their current level of power in the south, banning slavery north of the Ohio would be a good idea. I ask for all of your support on this legislation and for either one of you, Georgia or SC, to introduce this bill to Congress.

This is a good measure, because it will limit the power of the slave-holding states. If slavery were to expand inot other states, thsoe states would be inclined to vote with their slave-holding brethren.
PS You should consider voting for my Free Interstate Trade measure. This would allow our manufactured goods to be sold easily, without tariffs, to the agrarian south. Likewise, my Tariff on foreign manufactured goods and metals would protect our manufacturers, making us even more prosperous.

As more and more cotton and tobacco plantations are founded throughout the state, it has become very obvious that Virginia is not only the leader of Cotton and Tobacco exports in Merica, but the entire world, as countries such as Great Britain and France demand more and more Cotton the supply is increasing to meet the demand.

Some northern states have begun influencing politics once again, trying to pass a bill abolishing slavery in all states and territories north of the Ohio river. The governer has voiced full opposition to this bill, asking that the south and all slave states vote against this, allowing the tradition and economic potential of slavery be allowed for the Northwestern states to prosper and grow.

OOC: I think that bill hasn't been proposed yet and has still only been sent around in "secret" diplomacy. So, unless one of the states it was sent to informed you of it, you shouldn't know.
