History: After the collapse of central authority in India, the left leaning Communist Party of India was left as the only governing body with any kind of organizational structure behind it - the party would stabilize the situation in the South and form a short lived Republic that would fall to create something no more and no less radical than the direct participation of every man woman and child in government. Not simply in the sense of voting, but through neural processors collecting data regarding the thoughts feelings and wishes of every citizen and routing them through the AI to create a ruler that would act in accordance to the wishes of the citizens. It was written literally in its programming. However there are dark sides to this form of democracy - the AI created is as mercurial and unpredictable as the mood of the public, and its tendency to execute its programming quickly has lead to much regret - but for the first time, the citizenry has a government that perfectly represents them.

When I was approached last month by World News' Ruben Moushian with the idea of resurrecting the This Year in Quarters segment of the newspaper I was delighted. With the continuing restructuring of the world and with many outlying areas in dire need of news but without excellent infrastructure to deliver it to them This Year in Quarters makes sense as a reference for people who are not able to regularly receive newspapers. Putting together the team that has worked on this issue has been a delight and I am very grateful for the opportunity World News has afforded us to provide top quality news four times a year.

Mutant Exodus In Canada
Wanting to create a state modelled on both the ideas of the Canadian State and the United Agontrov Clans a group of mutant dissidents in Canada have called for an exodus from the state boundaries to form their own union in the north. After a hard fought underground campaign to gather support the exodus began this summer in earnest as hundreds of mutants set off for the newly established colony of Fort Hope on the shore of the Hudson Bay. Many Canadians are not unhappy to see them go.

The Third Tractionist International Founded In Vancouver, Declares Khaganosotsyalism Revisionist
The rise of the tractionists as an ideology of mobilisation of the means of production, from their hard line Metrotractionists to the more open Nomadicised Hardyists, has been constantly marred with schisms and infighting. After the Tractionist International Brotherhood of 2031 declared its unwavering support for the Uriankhai Khaganate the first major splinter occurred followed quickly by what people began to call the Second International. However following the outbreak of hostilities over the Venezuelan oil reserves last year yet more splintering has occurred. This third international, as it is now being called, is fully in support of the Hardyist Llanos Industrial League as opposed to metrotractionist Maracaibo which received the support of the second international.
All of this was expected following the 2nd International's support for Maracaibo however it was also expected that the group would ideologically support the Khaganosotsyalist PUK. This ended up not being the case after prominent members made compelling arguments against what they called the "needless militarisation of a beautiful ideology".

The Fourth Wave Continues to Influence Politics
The Recent Chinese election saw once again the Xiliang Party grow in influence now having 19 members in the Legislative Yuan. Elsewhere in the wold their influence continues to grow in government representation though they have yet to see a seat at the table in terms of government other than in the Iranian Women's Republic which installed a totalitarian fourth wave government in a bloodless revolution in 2032.

StockholmCRG Is Brought Online for the First Time
The computer government system based on that used in India was turned on in a large ceremony in Stockholm this August. The system is now being put through a series of small scale testing before it is locked into critical systems such as emergency services and government budgeting.

Mutants Continue to Hinder Chinese Colonists
As the intrepid settlers from the Reborn Republic of China continue to push inland from Taiwan the scenes they are coming across are a harrowing reminder of the devastation humanity faced just a couple of decades ago - large deserted cities with streets empty and overgrown. Those who lived through the first seven years of the Christmas Plague will remember how woefully unprepared the PRC was to deal with the mass outbreak. The effects of that are now being shown to the world through work of brilliant Taiwanese photographer Chuang Chun-Teh who won this years World News Photography Award.
However not everything the Chinese are finding is deserted - pockets of Mainland Chinese survivors have been recovered and integrated into the growing colonisation movement. Unfortunately also found by the colonists have been roving mutant tribes which have for decades been harassing the survivors and now are turning their attention to the colonists. Many pioneer leaders are putting unofficial bounties on the mutants and a new kind of professional hunter is emerging to collect on them. This is causing consternation for several mutant rights groups in Taiwan proper.

Dead Body Discovered in Utah
A corpse was unearthed by the Second Directive police in the outskirts of Salt Lake City. There is clear evidence of murder and it appears the victim was killed in the ritualistic fashion of the Cult of the Septines. The cult is global but outlawed in many countries however in the oceanic nation of the Nouméa Republic it continues as almost a state religion. The main practices of the cult are the veneration of the Seven Billion who died in the first Seven Years. They have been known to engage in ritual killings where they make seven different wounds on the victim while chanting the Septine Creed in French. Only a few cases have been reported outside of Oceania and this would be the first in North America.

I will hardlock orders at some point after softlock, orders received after hardlock are not accepted. Orders received in between will probably be accepted depending on how hard the lock is getting at time of arrival. Moral of the story - get orders in before softlock

By the laws of the Union the three remaining neutral orc clans in what was England are to join Agontrov, while both Scéam and Welsh diplomacy has convinced a small confederated clan of orcs and humans centred in Dublin to join the growing United Clans.

Details of the new members will be incorporated in a separate bulletin.

The borders of the earth have churned many times over, but never on the basis of a rational system of governance - always on the basis of militarily advisable boundaries. Rivers, lakes, degrees of latitude, the pen marks of an imperialist compromise - borders have always been about power.

Today Canada declares that it shall henceforth reject the old doctrine of sovereignty in favour of a radically prosperous alternative - that the earth should be divided on the basis of ecologically sustainable bioregions, determined by the impartial consensus of ecological science.

In pursuit of this aim, after considerable domestic debate among our chief ecologists and environmental organizations, the Canadian government hereby declares its intention to place the bioregions of Cascadia, Laurentia, the Boreal, and the Arctic under its administration.

Welcoming the New Clans​

Magorn Brokol af Wícing has welcomed the newest members of the great family of Agontrov. Thanks to the diplomatic methodologies (particularly through Clan Scéam and the Welsh Republic) the following have henceforth become addition to the clans and will enjoy the full autonomy members enjoy.

Clan Stuhdash dominate the North West of England. Noted for their naturalism and shepherding, as well as being (in)famous for their naturism. Their High Chief is Jogug Shendrautsham af Stuhdash.

Clan Bardhlul reside in Yorkshire and the Humber. Renewed for their culture and science, as well as for their fiercely loyal regiments. They are leaded by Duchess Glashnakh Zavandas af Bardhlul.

Clan Ancra live in the North East of England. Famed for their industry, especially for their shipwrights, and their swashbuckling sailors. Their elected leader is Chief Captain Gul Grimm.

The United Agontrov Clans also welcome the Republic of Leinster into the myst; this Irish state had emerge had emerged after the collapse of the Republic of Ireland. With significant mutations occuring in the rest of Ireland (including reports of mutants referred to as "the Fae") Leinster has become, essentially, a hub of human and mutants to be in harmony. The state is renewed for its culture and industry. Currently leaded by Prime Minister Flannán Leathglas.

We welcome the clans and look forward to continue to unite the orcish clans and others that strive for the safeguard from aggressors.
