The first reported case was on Christmas day, that's what gave it its name - The Christmas Plague. It spread faster than I ever could have imagined and its effects were far reaching and deadly. Humanity was brought low not by nuclear war or massive climate change but by a super virus. I was there from the beginning, working on the cure, and now I am here at the end. There have been no new recorded cases of the Christmas Plague in the last year. It is gone and humanity is finally free of it. Though this is a time of celebration I would ask that we spend a minute in silence to remember the 7 Billion lives that we have lost.

After decades of fighting the most virulent disease known to mankind humanity is finally free of it. The states and territories that made up the world in 2013 are now all but extinct. A global initiative led by the United Nations to combat the virus is finally downsizing and closing most of its branches. The people are jubilant and humanity is reaching a moment of Euphoria like nothing that has been seen in a hundred years. How long will it last though?-Dr Emily Sidney on the 12th June 2040
New states and ambitious warlords are trying to carve out new homes in this devastated world. New ideologies mix together with old ones and all the rules of the early 21st century are discarded. What this brave new world will look like in the end is pretty much anyone's guess.
Rules:
Each turn you can claim 4 new provinces. Each use of the fill tool counts as a single province no exceptions. If at war you can not make claims.
Every province provides 1dp each dp can be spent to do things like increase your military power, economic power, engage in espionage or influence an NPC.
Military power affects your nations abilities in wartime.
Every 4 points of economic power provide an additional dp.
Each NPC is considered to be in the Sphere of Influence of the Player who has the most influence in it. Being in your sphere of influence means you can dictate that NPCs diplomatic policy.
Claims must be posted in the thread to be considered valid.
Espionage
You can invest dp in Counterespionage or into building an espionage network in another nation. For each nation that you have a network established in you can conduct a single espionage operation. The value you have invested in your network is rolled against the value the target has invested in counterespionage to determine success or failure.
Secret Projects
These are anything not covered by the other rules in some way. You can invest your dp into a secret project when looking to do something specific. A secret project can be anything from agriculture reform to secret weapons programs, they don't even have to be secret.
If you want to know how much something will cost/make you in the long run you can spend 1dp to commission a review into the proposal to asses its merits.
New Rule: Conscription
A Nation can choose to conscript its population into the armed forces in times of dire need. In these cases the territory value of a nation is halved and that vale gets added onto the nation's military score. In future turns the population can be demobilised by transferring the points back from military to territory while incurring an additional 1dp cost per point moved. This can be done back up to the actual on map size of the nation's territory.

Combat occurs before spending so any military power raised in a turn can not be used until the next turn. However conscription will occur before combat is calculated so it is there if you find yourself in a war you were unprepared for.

Each turn will represent a season that being the season in the western hemisphere (Summer June-August, Autumn September-November, Winter December-February, Spring March-May). The game starts with Autumn 2040.
I do not mind if people want to reuse old nation concepts or play as the same Roman nation they always do
Shame Points are awarded for either missing claims without letting me know you won't be able to make them or by metagamey-trolling type moves that reduce the other players' enjoyment.
