Well, yeah, generally. But only the coast guard faces 'show up for work or face penalty of law.' I'm pretty sure that makes the case.

Many pirates did start out by impressment, so maybe the Coast Guard could follow suit and just start taking their pay in loot.

Cant the President use hes executive powers to put the coast guard under the military / navy thus enabling them to be paid ?
Or is that only supposed to be done during a time of war ?

All of the border security agents, contractors and flow on business are being taking it pretty hard now. I watched on PBS a private restaurant business which relies on the Smithsonian for its traffic and customers are also in deep trouble. And it seems that the Trump administration is completely unaware of the effects of the shutdown are having. Maybe when the GDP numbers hit negative and the stockmarket reacts that might awaken them to the cost.
