WE the undersigned do announce the creation of this Trade Conference of Independent States, a multilateral trade commission of non-aligned nations. [Trade Group]

As we pledge to one another and our posterity these two Resolutions, we ordain and establish this Trade Conference. May peace and prosperity reign in this new era!

Resolution I. The constitution of the Trade Conference of Independent States
We the undersigned agree to observe the articles of this resolution and pledge to one another our mutual agreement and respect.

Section 1 - The legislature
Article I. The Council of the States
EACH state in the Trade Conference will be entitled to delegate one (1) ambassador to the Council of the States.
EACH delegate may cast one (1) vote in all Resolutions which the Council deliberates on.
A state may be added to the Council by a majority vote in the council. That state is then entitled to send a delegate, whereupon the membership cannot be removed except under the terms of Article IV.
The Council will be chaired immediately by the states adopting this measure.
States are entitled to withdraw from the Trade Conference at their leisure according to the terms of Article V.
Any delegate is entitled to submit legislation for consideration, and the CHANCELLOR shall be responsible for duly organizing the Council to deliberate thusly.

Article II. The supreme Chancellor
The CHANCELLOR is elected by RANDOM LOTTO from among the council members for two (2) year terms.
The CHANCELLOR is responsible for overseeing proceedings and may issue a VETO to overrule any new Resolution from being adopted by the Council.
The CHANCELLOR may be removed by a majority vote of No Confidence in the Council.
Motions of No Confidence may NOT be vetoed by the Chancellor.
The CHANCELLOR may recommend a member state for Probation under the terms of Article III.
Any delegate is entitled to submit legislation for consideration, and the CHANCELLOR shall be responsible for duly organizing the Council to deliberate thusly.

Article III. Probation
A state may be placed on PROBATION by majority vote in the Council, whereby that state's membership in the Conference is suspended.
The term of the suspension shall be indefinite by default, however a mandatory REVIEW SESSION shall be held by the Council within 4 years of the probationary period's inception.
The just causes of probation include all: Undermining the authority of the Trade Conference; abrogating the laws of the Conference with respect to the authority they are legally entitled to, and; engaging in acts of aggression, war, or sabotage against other members of the Conference.
The CHANCELLOR reserves the right to recommend a state for probation and ONLY the Chancellor as per the terms of Article II.

Article IV. Expulsion
A state may be EXPELLED by supermajority vote in the Council, whereby that state's membership in the Conference is permanently disbanded.
A state that has been expelled from the Council may not be readmitted until a majority vote explicitly allows this in a review session held no sooner than 4 years after the expulsion has been issued.
Any state may recommend a state for expulsion, however the CHANCELLOR reserves the right to veto these recommendations as per the terms of Article II.

Article V. Withdrawal
Any state may withdraw their delegate from the Council and terminate their membership in the Conference per their own terms and at their own leisure at any time.
When this occurs, the Council will immediately convene an emergency session to re-ratify the terms of this Resolution. IF the Resolution cannot be re-ratified with a majority vote, the Trade Conference will be disbanded.

Section 2 - Executive
Article I. Executive privilege & authority
The Council and the Trade Conference will exercise no authority except that which they are explicitly granted by the due cooperation of member states, or which they have been legally empowered to do so.

Section 3 - Judiciary
Article I. Review
The Council will staff a Committee of Conferential Regulatory Review, which will submit advisory reports to the Council regarding legal interpretations.


Resolution II. The international committee of investigations
A resolution for establishing an internationally-staffed organization for investigating trade laws and regulations.

Section 1. The responsibility
Article I. Free and fair trade
The organization will ensure that acts of economic espionage and pillaging are discouraged among member states, or investigated and made apparent when they are.

Article II. International sovereignty
The organization will ensure that the sovereign rights of member states, nations, and their citizens' are respected by the committee, the Council, and the Trade Conference.

Article III. Cooperation
The organization will work to foster cooperation and goodwill among member states rather than strife and discord.

Section 2. The authority
Article I. The commissary
The organization will establish a commissary staffed by volunteers which shall deploy security officers and multi-national guards to all commonly-agreed areas of mutual security, in order to protect the operations of the Council, the Trade Conference, and the sovereign citizens of all the member states therein.

Article II. The bureau
The organization will establish a bureau staffed by volunteers which shall deploy investigators, clerks, and supervisors to a commonly-held and staffed Office which will serve as the headquarters of all affairs for the Council. This bureau will have no binding legal authorities but instead work to support the Council and conduct original research on the effects and impacts of policies.

Article III. The due cause
The Council will ensure that it meets the due cause of supporting the committee's operations by granting appropriate autonomy, but the committee shall have no authority where it is not explicitly granted.

AS the current acting secretary of this Commission, having administrated it to genesis, TransLuna accepts the responsibility for conducting the terms of the first Chancellor assignment. Of the nine ratified states, our random lotto has determined that The Oxbridge Foundation will send the first delegate to be sworn in as Chancellor. The term of his or her office shall be two years. We are convened.

I made this NPC for Tolni last turn. Worked pretty hard on it and I want to let everyone have a chance to read it. This would have been the nation I played as, if I joined in Romania (although I wouldn't have started in Transylvania likely)

Extra: Romania, like many other nations, was hit hard during the Troubles. The Balkans became a sight of major combat between the Russians and NATO, not to mention ethnic conflicts of various Balkan nations (particularly as NATO broke apart as the Troubles grew worse). For Romania, the greatest humiliation suffered by the people was the loss of Transylvania to anarchic chaos of Magyar invaders and mutinous Romanian troops, and the near-total razing of Bucharest by the Russians. Compared to their southern neighbors, the Bulgarians, the Romanians resented that they had to take the brunt of the bear's assault.

Even after the Third World War ended with a whimper, fighting in the mountains of Translyvania has never fully ceased. Romanians refused to give up what they thought was their rightful land from the Hungarian occupiers, and vice versa. Conflicts were nowhere near as savage or total as they were during the Third World War, but the region did not know peace, and it was becoming increasingly clear that the fighting would never cease until one side was pernamently evicted from Transyvania entirely.

Mihaela Şoimescu, a Wallachian woman only in her 30s, does not really know life before the Troubles. But what she did know, was stories of a greater time, stories of inspirational leaders like Michael the Brave, Stephent the III and, of course, Vlad Dracula himself. A song passed down from before the troubles, a call of arms by her ancestors to keep her nation pure from the barbarians who dared sullied the Romanian state.

Siomescu formed a group of volunteers across Moldavia-Wallachia, known as the Armata Națională de Eliberare (National Army of Liberation, or ANE), and marched west to Translyvania. With only one goal in mind, she organized a campaign to wipe out the Hungarian presence in Transylvania. At the cost of numerous war crimes that have led comparisions to Vlad III (which, of course, she embraced), Mihaela Şoimescu forced the Hungarians out of Translyvania, and set up work creating a new Romanian state in said region.

The NSR is almost synonymous with the Partidul Național al Lucrătorilor (National Worker's Party, or PNL), a political organization Soimenscu formed after her victory in Transylvania. It is the only legal party in her New Romanian State, and its bureaucratic apparatus is the government's bureaucratic apparatus. Capitalism and "Bolshevism" are both rejected in favor of the supremacy of the nation-state. The means of productions are nationalized and turned over to the workers, who are in turn kept in line by party commissars, who are given prominent roles in every union. Private enterprise is illegal; everything is controlled by the workers in the name of the state. The only legal (not recognized; I mean legal to speak) language is Romanian, and the only legal faith is the Romanian Orthodox Church. Anyone oppossed to this new order are branded as either Bolsheviks or Reactionaries, and promptly are dealt with.

Siomenscu has decided to align her state with Bulgarian interests, knowning that Bulgaria is simply too powerful to challenge at the present moment. Her rhetoric is instead aimed more to denounce the Germans and the Russians, who are both painted (along with the Turks) as the traditional oppressors of the Romanian people. They also serve as good examples of why internationalist socialism and capitalism are doomed to fail, and why her so-called "national socialism" is the future of humanity.
 
The Oxford-Cambridge Directorate confirms its membership in the Trade Conference of Independent States and graciously accepts the responsibilities of the inaugural chancellorship term.
 
The Federation of Soviets of Russia declares its support for the Sahel Protection Alliance.

Imperialism is a disgusting and outdated relic of the past that must never be repeated. The People of Tunisia and Africa have a right to their self determination and independence. The legacies of colonialism must never be continued or brought back and Italy's expansion into Africa is a continuation and reminder of that legacy.

It doesn't matter whether the Tunisians have freedom or representation, the annexation of Tunisia by Italy is a reminder of the disgusting violation and exploitation of the African continent, its people, and resources, by western industrialized states for over a century.

If Africa is ever to truly be free it must be able to have control over its own people, resources, and future with out poisonous and exploitative trade deals sucking the wealth from Africa. Until this injustice is rectified Africa will never be free.

We we will respect the intent of the African powers and will advice others to respect the S.P.A.

In other news we will be taking consideration before determination of our actions but we are consideration launching our space programme to ensure all peoples will have access to the garden of the stars.

When you give Italian Sardinia back to Italy, you can then talk about Africa or colonialism.

EDIT: Italy proposes a referendum so that the people of Tunisia can decide if they want to remain part of Italy or not. I do not see why anyone would reject such a proposal, unless they are afraid of the results. We certainly are not.

We are glad that the Republic of Italy and the Sahel Protection Alliance have come to a peaceful resolution to this conflict and we hope that all parties abide to the results of the referendum, no matter what they may be.
 
The S.U.D.S. is unity of direct democracies; as such we are somewhat of experts of referendums and would gladly send observers to Tunisia to ensure not only no interference but that the mechanism and methodologies are set for proper direct democratic conductions. We will also send journalist teams to record and review all conductions of the central authorities in Rome in Tunisia, as well as document any independence and unionist elements.

Mechanics comment: I suggest the referendum is conducted by a roll from the GM... if it is all free and fair as made out.
 
We would also like to send observers, but only with the express permission of Italy.
 
The Sanctuary Republics would like to apply for membership in the Global Democratic Trade and Defense Group.
 
We will allow independent observers from all countries to observe our referendum.

In other news, President Dario Lupi will be making a campaign trip in Tunisia to support the cause of unity.

The SPA would like to see the referendum questions be to remain with Italy, or achieve independence. Tunisians who wish to join the SPA would vote Independence, of course.
We also emphasize the importance of listening to all of Tunisia.

EDIT: of course, Should Tunisia wish to become a member of the SPA, that can indeed be arranged rather quickly. With this would come the natural benefits of being a SPA member, such as intense economic focus on developing Tunisia to a level unseen before in the country.
