Yes, sorry about that. I would actually like to referrence 2 articles. J and N. Article J precisely as Cyc states. And Article N that states any citizen is granted any rights not specifically restricted.

Officially no elected official has authority on which victory condidition to chooose, thus it is fully up to the citizens and also no leader may place a tie breaking vote
However certain parts of different victories may be under a certain leader, for example if the FA keeps declaring war then we could win by conquest without a poll even coming up. It is not required for a poll to be up before leaders may start acting in their certain areas, howerver they must follow polls if posted. And of course Article N allows all citizens rights not specified to anyone else, nor blocked by forum rules, and in the spirit of the ruleset.

So in quick the answer is No, there are no elected officials that are responsible for deciding the victory condition
 
Short and sweet

Ultimately, the people, and only the people, are responsible for determining the type of victory we should strive for, and how we should work towards that goal.

Likewise, it is ultimately the duty of the President to seek out and determine that will through discussions and/or polling. The decision of our desired victory can, and will change through time. That decision is not, not should it be, static under our laws. Given the vast impact of this decision, the President may not unilaterally make this decision, but must actively seek out the will of the people on this matter.

Summary:
The People retain the right to determine the type of victory we should strive for. The President retains the duty to conduct discussions and polling to determine the Will of the People on this matter.

No where in the Constitution does it mention who has authority over determining the victory condition of the Demogame. Thus, the only logical conclusion is that it is up to the people to decide how to finish the game. The victory condition must be determined through discussion and proper polling of the people, no single official has the power to decide.
