Al Pacino's character says something similar in Two For the Money... he essentially claims that's why people really gamble. They crave the pain of losing, which is far more thrilling than the pleasure of winning.

Gambling is 40% disease, 40% predation, and 20% too much of the other two and costly to stamp out entirely. Yet we celebrate it. It's gross.
