Strange, I've heard this coming from the pro-war people. The idea being that even if you were against the war, you should now support what action is being taken, because otherwise it's not nice for the troops. I don't think this is a problem with the phrase. And it's more complicated than that - this isn't like Civilization where you just want to grab the land with the resource!
