He would disappear in his early teens, and was seen standing over the dead body of the Senator of his planet (Whom he despised). He is very capable with a Lightsaber, especially attacking with one, but needs to train his force abilities up.

No, this is an alternate history. The part about Palpatine making an Academy? Yeah, totally pulled that out of my butt. But there was a Sith Academy on Korriban for those with potential to become Dark Lords of the Sith in ancient times (before Darth Bane).
