Is this an old regulation? It seems like something that would be done to prevent people from naming their children after Nazi leaders.

Actually what i said wasn't entirely correct.
Apparently it's a thing where a judge has a final call in the case of dispute (between you and city hall or whomever), which is apperently rather frequent. There is no "powerful list of viable names", but a set of rather vague guidelines and authorities have to approve of names.
A given name is supposed to "not offend the religious feelings of others" (hence the Jesus thing (it's ok to call your kid Djehad though)). It should not hurt the well being and prospects of the child (german wikipedia claims both Judas and Kain could not be used). And the given name either has to indicate the sex or additional names have to be given that indicate the sex.
By those guidelines that Maria thing shouldn't be much trouble. I have no idea what the actual exception there is - maybe that the name isn't ambiguous but simply a girls name.
For the Nazi leaders:
Adolf as a name is like dead. I have no knowledge of anyone (not even Neonazis) trying to call their kid Adolf. But that's about it. Same as Hitler most of the Nazi leaders had perfectly ordinary (at the time) given names and no other name was stigmatised.
Heinreich, Herrmann, Joseph, Albert, Richard, Victor, Karl, Erich, Hans, Walter (
these in their usual form) would be still perfectly acceptable, even though most of them would sound rather old-fashioned. Joseph and i guess Richard are still "normal" names that don't sound to dated.
The trick here is that Hitler was the only one who managed to become the No1 representative of his name.
Calling your kid "Göbbels" would be impossible anyway. It's usually not allowed to give your child a surname or brand name as given name.
Disclaimer: This post is still weak on research. Any 1st semester law student could probably give you a way better answer. They love this stuff like catnip cause it's so badly defined and often comes down to a judgement call.
