Technically, "monarch" simply means "one ruler", just like "autocrat". As Carmen says though, dictators aren't generally hereditary and monarchs generally have ecclesiastical backing.

Despotism, meanwhile, also has 100% Worker Efficiency, but uses Forced Labour to Hurry Production, Corruption is Rampant, the Draft Rate and Military Police Limit are 2, the unit support for a settlement of any size is 4, and any square which produces more than 2 food, commerce, or shields produce 1 less.

Is it legal for an average person to construct a radio telescope and send an interstellar message to, say, their favorite star (or any star in the night sky)?
 
What would be good gaming console to buy? I'm more into GTA-like sandbox games than sports and goofy games like Mario. I suppose that excludes Wii, so the options would then be Playstation 3 and Xbox 360, right? Is other better than other? Can you play games for older consoles with the more modern ones, eg. PS2-games with PS3? Is it expected that other is useful longer than other?

Also, Wikipedia doesn't mention VGA or DVI output for Playstation 3, is it really true that it doesn't have one?
 
They got rid of backwards compatibility with the PS3 after the first batch. XBox360 to XBox compatibility is poor as well.

Both the XBox360 and PS3 have hi def output but no monitor (you might be able to get a cable however).

Both consoles are about the same really but you are missing out on Mario ;)

Both should be able to play Skyrim when it comes out (the PC version will be moddable though).

What is hi def output? There however are cables that connect from the other end to the console and from the other to VGA or DVI in computer monitor? Sorry, if these are too dumb questions, but I'm very ignorant on these things, I wouldn't know how to turn a console on (I have tried once).
 
Hi def output is for hi def TVs.

I don't think you can plug them directly into a monitor (you can't with an XBox360 anyway).

And economists are more like fortune tellers than scientists.
 
Part of this may the difference in the sense of the word "science" between English and, say, German

I'm sure it's legal to build. It would be funny to counter act the message the U.S. sends to aliens. It would be funny to tell aliens to f off and insult them and goad them into attacking us.
 
Yeah I looked it up on google and you are correct. Must have been an urban myth.

Proxima Centauri is still 4 light years away though, so he'd have to wait for the hot blue alien chicks to arrive and give him some space jiggy-jiggy.

I think cost may be the prohibiting factor.

EDIT: My favourite star is the Sun, that's only 8 light minutes away. I don't think the Sun wants a chat though.

It would be pointless. You'll never generate a signal strong enough to be worth the effort. For legality, you have to have a license to broadcast in the radio spectrum.
