I was the first to research representation, playing as the Safavids. The Statesman I received was none other than Mohammed Mossadegh, who I used to reform the government into Democracy and Egalitarianism!

Lol, can spies forcibly change the civics of rival countries you've gained enough espionage points against? I'm not sure how challenging/feasible that would be to program, but it could help Russia with their third UHV goal.

Or maybe this could be a special ability of Great Spies.
And while I'm thinking of it, maybe we should also be able to impose civics on civs we've militarily defeated while negotiating with them. I think of historical events such as Napoleon imposing "republics" on the European nations he conquered (which might make an even more interesting UHV goal than just "Control 40% of Europe"), or the Allies embarking on a de-Nazification programme in Germany after WWII.

It did help me in my Russian game. But the issue with the UHV is less the civic and more the relationships. 😂
 
How is that possible? I thought the Aztecs had to be dead for Mexico to spawn.
The same thing happened on my game some time ago as well, quite sure it's not supposed to happen though it is pretty funny. They even have the same exact color which makes their borders merge together.
 
Pretty sure that Aztec/Mexico thing should go in Bug Reports with a save file. That definitely doesn't sound like intended behavior.
 
Found the issue, will be fixed.
