How the hell can bugger be infractible? (checked for you ;))

Seriously, is the Jerry Springer show for real? It can't be real, everything on it beggers belief...

No they don't. It's probably infractible though (is that even a word?)

CFC doesn't censor British curses, possibly because this forum is American.

The Chairman of the Joint Chiefs of Staff has a salary of slightly less than $200,000/year, IIRC. Not exactly the stuff of millionaires, especially when most people hold the post for four years or so.
 
Bugger means sodomise, therefore it is clearly to an extent a variation of f-word. Oddly it is considered a semi-polite curse. One would have thought a curse refering to anal sex would be considered more offensive than terms refering to vaginal and oral sex, but it isnt so. Roughly speaking it's what your mother says when she stubs her toe, but not if there is polite company there - the least offensive of the "real" swear words. A mechanic could tell just about anyone that their car was buggered without offense but if a call centre worker used the terms they would be fired.

It is also noticable for being more often used in a non-insulting context than most swearwords, "Poor buggers wife ran off with his best mate". Otherwise usage is the same as f-er or product of intercorse out of wedlock.

"Meaning" in this context unfortunately conflates connotation and denotation. Bugger denotes sodomy (or sodomite/ sodomise) but in context it's connotations have shifted.

Of course, he will have a mass of savings from a general's pay - and will get $800000 from his job, so he's well on the way. However, I think that's equal to being Cheif of the Defence staff - but you can still do well for yourself out of the army if you have the qualifications to be an officer, otherwise you're stuck ending up with a possible ticket to the lower-middle class
