Conservatives in the US are against welfare, business regulation, and civil rights. And that is all that is behind their alleged opposition to federalism. They want those issues handled by the states, because the states do a worse job of handling them most of the time. Not because of any ideological commitment to "states rights". (Except for a statistically insignificant handful like VRWCA) American conservatives are, and always have been, big government on other subjects.
So it really is just an American hijacking of the term?
