I suppose it is just as easy to keep people out and it is to keep people in...
The USA would be trying to keep them out.

However, it won't happen.
1) Repubs secretly want immigrants to work for less than minimum wage, that keeps minimum wage low... yes. That means, more profits.
2) Dems want them in because 1st generation tend to lean Dem, so, they get the votes... that means, more profits.

Actually they were terrible at it, millions of people crossed their borders, National Socialist Germany's population increased dramatically but had a similar dramatic collapse.
Edit: The French third republic would be the more apt comparison or Poland

You're right. There's no end to making excuses that some arbitrary time for a Presidential term set by enlightenment liberalists in an agrarian economy to magically fix the business cycle.
