Since no one else has something to say, I've re-read every comment, considered some new possibilities, and looked into the plans for the government-paid aqueducts ((free aqueducts)) ((but be warned that we need two policies for the finisher, and that's 34 turns for one, and even more than 34 for the next one)). We hang in the balance of happiness, we can't grow too fast as of right now, and we need research that can support us in changing to a more cultured style it seems. All the happiness that we can get, in my view, should be to get Apollonia up and running, so it can be self sufficient and produce for the Kingdom.

Considering everything, and as your chief minister, I'm proposing this as our nations course of action:
    > Khirra to build a workshop;
    > Dostana to build a Colosseum, then a Library
    > Delphi to build a Colosseum
    > Buying the workboat on Apollonia, and switch to a lighthouse, and I want to consider buying fish tiles once we're ready for more growth ((the city won't take those fishing tiles fast because they're third tier, we might have to buy them to get the city growing faster)).
    > Research Drama, then Poetry, and only then Guilds. I will allow this since we're already running a decent profit, and we should be able to keep up without Guilds. In case of need, we have markets that can be built. I am sorry for those wishing for more gold-savy technology, but it will come not too long after.

((Re-optimize the population as you see fit, I understand this messes your whole system Melda, but at least Apollonia should be checked every growth.

Actually, that's something I haven't done because I'm not an Emperor/Deity player, but every city growth should be checked. I got that from finishing last night the Viking Scenario as the defender, in Deity, after two tries. My very first Deity game, and let me say, what the freaking hell.

Also, this should do it for you to play at least 5 turns I believe. You are the master in the end, so if you want to take some decisions, feel free to do so.))

No problem at all. There will be opinion-based consequences though: potentially good, potentially bad, or potentially both depending on the neighbourhood. ;)

When you say "Drama, then Poetry", is that another way of saying Drama and Poetry or did you mean Drama and Poetry => Philosophy?

I assume so but I'll hold off until the Chief Minister can clarify.

Also, did you want all non-Apollonian Delphian cities to stop growth at the moment?

Yes, Drama > Poetry. I think that stoping growth, or reducing, could be beneficial, we don't have a lot of hapiness atm, and I'd like to get the city to 5 pop at least. Anyone has a different opinion?

I think Leonidas's question pertained to whether "Drama, then Poetry" meant "Drama and Poetry" or "Drama and Poetry, followed by Philosophy".

And no problem: neighbourhoods will move wherever the city deems them necessary, and with the exception of Apollonia we will attempt to cease growth where possible.

The Chief Minister accepted Aplistios's advice and ordered a freeing up of land that had been previously held in reserve by the Crown:
    • The Delphi Novan farming neighbourhood of Manis were happy to get access to developed farmland (less hard work and increased yields = more leisure time and more profit).
    • The Kirrhan farming neighbourhood of Galacta were happy to work on the fishing boats off the coast (much more profitable than their previous farming endeavours).
    • The Kirrhan labouring neighbourhoods of Gesta and Khiros had to relocate to fishing boats off the coast and wheat farmland, respectively. For the neighbourhood of Khiros this will be a more profitable endeavour, but they will need to learn new skills to work their allocated tiles. Overall they are ambivalent about the move.
    • The Dostanan fishing communities of Mera and Kipos relocated, the former to a pearling community and the latter to an unimproved plain. The pearling community of Mera have become wealthy from this and have climbed in social status, they are therefore extremely happy with the changes. The farming community of Kipos have suffered a decrease in fortunes, toiling away at unimproved land and are therefore unhappy with the changes.

Spoiler The aftermath; Apollonia not included as there was no change :

The city of Apollonia purchased a work boat for 240 gold from the national treasury. The city has now changed production priority to Lighthouse, which at the current rate of production will take 63 years.

    Events:

    • The Despotate of China has completed a great work, a giant bronze Colossus.
    • A deal where we provided copper to the Shoshone Republic in return for gold per turn has ended.

    For your immediate attention:

Emissaries for the Grand Master of the Dutch Protestant Order wish to request safe passage through our territory. They are willing to offer 5 gold per turn.

    Spoiler Dutch offer :

My scouts near the Catholic Bishopric of Brussels require orders.

    Spoiler Scout situation :

What is your advice, Chief Minister?

Well, I would like to scout the northern area of the polish country. As for the Dutch, they are not a threat ritualistically... Are they trying to introduce their culture in our country?

Do you mean in terms of religion? (Or do you mean planting the seeds for Cultural Victory?)

Cultural victory / Tourism. You don't need open borders to spread religion if I recall correctly.

No, but I thought it aided it. I could be getting mixed up with culture though. :)

Is there any information you need from me about this ? (I'll be at my computer again in ten hours )

    Spoiler Cultural screen :

The Order has +2 tourism output, same as all the other major countries.

They are 0.2% influential over our kingdom (Exotic will be reached at 10%).

    What do you advise?

We didn't, that's the amount of Dutch tourism influencing us each turn. At turn 160 Delphi had a tourism output of zero and we probably still do considering only one turn has passed.

Well, we need to solve the happiness problem in our kingdom so we can grow enough to have dedicated specialists.

Okay, I'll sign the decree opening out borders to the Dutch and send out orders to the scouting party soon (when I get home in about eight hours)

I signed a decree allowing Dutch persons to travel freely through our territory for 5 gold per turn. The emissary seemed pleased with the decision.

    Spoiler Dutch attitude :

I instructed the scouts to pass around the west of Brussels, bearing northward in order to reach the lands north of the Polish Catholic Order.

A gang of workers are free and require orders. Shall I send them to Apollonia to construct farms?

    Spoiler Spare worker :

Yes, send a worker to Apollonia, a farm and a mine is something I'd like to see. And we need to push that salt when we can.
