Citadel Council Meeting
The first measure the council needed to pass in their first formal meeting was whether or not to allow the non-cliented minor races who did not originally have council seats to be given one in the new republic. Despite the long tradition of only giving council seats to races that earned them the measure was passed 3-1 with only the asari councilor rejecting it. Then the council adjourned for a week to give the minor races a chance to choose their councilor. With the elections finally finished the second meeting of the Citadel republic began, now with many more councilors representing their races.
Turian councilor Menalis Krau: This meeting of the council will decide the direction the Citadel will be going into, I would like to first bring up the topic of expansion. I believe that we cannot simply stay on this island if we want to maximize the growth of our people, we start at a disadvantage because even though this XONES took a larger amount of us than the other species, we are a large grouping of different species and in total every other race out numbers the most numerous of ours.
Elcor councilor Enax Cautiously: Although we may be smaller in numbers individually we still outnumber most of the other species and we have enough to not be worried by extinction, your reasons for expansion therefore are not pressing.
Asari councilor Calise The councilor has a point, it isnt really a pressing issue that we should expand as of right now there is still plenty of space on the island and we havent even built a housing structure larger than four stories.
Salarian councilor Jarlan A convincing argument, I vote for no expansion.
Swift Ill agree with the no immediate expansion on the terms that some funding is sent towards building a stronger air armada so as to take advantage of our situation. A pan-species air force should be able to keep our territory safe and our new Citadel armies should do well in defending against whatever gets past them.
The rest of the councilors voiced their agreements that the funds should be directed to industry and air force funding, and then the second issue was brought up.
Jarlan It is folly to continue to not provide funding to the Specter program; we no longer have the luxury of living in a galactic society where they can find their own equipment.
Calise And we no longer have to cover the span of a galaxy with our Specters any more, for now they are doing well enough.
Krau I disagree, they were our hand in protecting the galaxy from internal dangers and external dangers and that hasnt changed. We need to direct more funding to them to increase their effectiveness.
Quarian councilor LiasRaan vas Rayya I believe that I speak for all the other new members of the council when I say that we wont approve of more funding until our races are allowed to be chosen to join the Specter program.
The other councilors nod in agreement
Swift That was expected to be the natural progression of your joining the council, we cannot ensure that at least one member of your race will be considered skilled enough to become a Specter but we can ensure that they will be considered. I vote yes on the funding of the Specter program as they will require more funds to deal with the expansion of their members.
Many of the councilors now vote yes in agreement.
Enax Pleased: I believe that draws a conclusion to our major decisions. Now it is up to the new bureaucracy to see how efficiently they can implement it.
Final outcome:
19 to industry
2 to espionage
5 to a new air fleet
