OOC: It's possible. Argentina may not have large coal reserves but our coal production is low to begin with. So a 16% increase may not be much of an increase at all . The way I'm improving this is by bringing in more heavy equipment etc from The Soviets or the PRC as I'm under the impression that Argentina is still "developing" in some areas.
