To: Emperor Ferdinand II of Spain
We have seriously considered your offer, and after much deliberation have decided to accept, assuming that the Emperor agrees to several conditions. After being forced out of the Eternal City by the vile Greek dogs, we wish never again to be dominated by any Emperor, though we gladly consider Ferdinand the greatest of allies.
Our conditions are these:
The first, being that the city of Toledo be considered in the Papal domain, with the Pope holding joint authority with the Emperor as ruler of the city.
The second, that the Emperor make no public edict that specifically contradicts Papal edicts, unless previously agreed upon with the Pope.
The third, that Spain make no alliance with the "Roman Empire", usurpers of St. Peter's throne.
The fourth, that the Emperor build a cathedral in central Toledo, and make all improvements necessary to house the pope, and make the city a fitting center for Christianity on Earth.
If the Emperor agrees to these conditions, the Papacy will remove itself to Toledo, giving immense prestige and glory to Spain and her Empire. We sincerely hope that these conditions are accepted.
