I recently was playing a game on Noble in which a few early military campaigns gave me a healthy (put not staggering) tech lead by the Classical age. I had cultivated a Friendly relationship with Brennus, yet he still refused to trade a tech with me because, he feared that I'm getting too technologically advanced.

I've played Civ 4 for about six months now and I have never seen this excuse for not trading a tech with me. Is this something only Brennus and certain other leaders will say, or is it something built into the AI to stop the player from getting too far ahead?

In my most recent games I'm finding Brennus to be a less than reliable ally...

It's to do with how many techs he has traded you, his personality and his attitude towards you, not really directly related to how comparatively advanced you are. Each leader has a certain amount of techs he is comfortable trading to you, from Tokugawa(least) to Mansa Musa (most).

Search for the "we fear you are becoming too advanced" thread, aka WFYABTA. A Friendly civ will always trade with you. As for allies, I don't believe in AI allies, only AI non-immediate-enemies. :)

Ah ha. I had seen that acronym in other threads and was puzzled. Didn't realize what it meant. My apologies for the redundancy.

It also has to do with how many other tech trades you've done with other civs that the WFYABTA leader is in contact with, I believe.
