Top and Bottom Tier Civs

Do you prefer to reduce WLTQD to 3 turns or something like that? I'd say it's simply easier to let China shine in Ancient, and let her decay in Industrial.

That or turn their cultural decay from 25% to 40%, something like that. Or weaken the paper makers bonuses. There are lot of bonuses China gets that can be toned down. I think that’s a better approach than taking out one of their mechanics entirely.
 
My suggestions for a Venice Buff would be:
  • 4 or 5 hex workable area (instead of the standard 3)
  • and make all units produced by Venice maintenance free (IIRC they had good mercenaries back in the day)

Neither of these actually solves either of Venice's problems. Venice is probably the one civ that cares about maintenance costs the least of all, and having 5 workable tiles doesn't matter when your goal is to stop your neighbor from getting 5 free cities from your land at the start of the game.
 
If you really wanted to fix Venice, then you remove puppet yield penalties from his cities, or grant him 2 extra cities for him to work guilds... if only that was a mod that did that.

The first one's easy. The second one's not, but might be achievable via a boost to Murano Glassworks.
 
I don't think increasing the decay is such a big nerf to China. The UA is good throughout the game, but a big part is the super fast early culture. It enables lots of tricks early game. Their UU is also extremely good because you can get archers with range AND double attack easily. And indirect fire too, soon enough. Archers with all three of those promotions are insane (also one of the reasons Inca is crazy in the hands of a human).

no the second one is doable since Community Events spawn a Venetian Pioneer that the AI can use to settle once their capital hits 15 population.
 
Actually almost finished with my Rome... So maybe ya'll might use it in your games (need to find/fix artwork for unique great Civil Diplomat)
 
I'm also for the higher decay rate. I remember when I played them, I misunderstood their ability. And yet, I feel it would be more balanced the way I thought it worked. LOSE 75% of your bonuses, not retain 75% of your bonuses. I'd even be fine if they lost it all on every era change, though that may be extreme.
 
If we choose 50% then it removes confusion over whether it's amount kept or lost :)
 
I think it was 50%, but people agreed she was too strong, so we tried to nerf her but ended up buffing by accident.
