you get as many divisions as possible every turn, so no need to ask.

You can persuade yes. (check w/ Alex, he might tell you some stuff that you might not be aware of.

anyhow, you guys can diplo and plan w/ any general in your allience. and no need to tell the head of state (me) of your plans. just do it.
