it used to be they make an offer, you reject it, renegotiate something better. could always take the original offer if nothing better showed up. now, it seems, if you don't take the original, you have to work much harder. Or am I just being lazy?

The way this works in 3.13 is considered a bug by many people. It is the result of some checks in the code that were moved in 3.13. This issue has been corrected in Bhruic's Unofficial Patch. I recommend that you get it and use it. In addition, it fixes many other problems.
