Embassies: Construct an embassy with Germany if this poll on embassy construction passes.

War Declarations: None this chat, and if war is declared on us, please stop the chat.

Tribute Demands: Reject all tribute demands from Russia unless the demand is trivial (10 gold or less). From Babylon, India, or Germany, pay all tribute demands that do not exceed 40 gold or 2 gpt or that include technologies, cities, or contacts. If the demand exceeds 40 gold, 2 gpt, or includes contacts, techs, or cities, reject the demand.

Territory incursions: Do not request or demand that any nation move its troops from our territory during this turnchat. If what appears to be a possible invasion force arrives near a city, please stop the chat and we can determine what to do in the forums.

New contacts: It is not mandatory that the chat be stopped if we make a new contact. I would recommend, however, that the chat be stopped if a new contact provides a good trading possibility.
 
This is not an instruction, but it is an important clarification for instructions to follow. The provincial borders have been set, here is the map.

Plexus is governor of Berry and is responsible for Deux Rivieres, Vo Mimbre, Montpellier, and Huntington.

Donovan Zoi is governor of "unnamed province" and is responsible for Vandelay.

Groton and the towns to be built by the two settlers in transit fall outside any province and are the responsibility of IA.

Offensives:

Operations:
No current offensives against other civs, Just general warfare against the barbarian tribes. Build up is going smoothly now. I have made a preparation for a general offensive against that berbarian camp in the north.

NOTE: I will likely not be here for this turnchat, I ask that Chieftess carry out the duty at the turnchat.
 
Slider Instruction:

The DP should set the science slider to the minimum percentage that delivers Literature at the earliest possible turn. The Senate supports a setting of 10% Luxury if it is absolutely necessary to maintain happiness in one or more of the nation's cities. The net income of fanatica should not be allowed to fall below -12 gpt (i.e. more than 12 gp lost per turn).

Cash Requisition Request

The request for 51 gp has been ratified by the Congress by the poll here and by the Senate here.

Edit: Correct cash request for the Embassy was 53 gp, not 51 gp.
 
Send settlers (escorted) produced this T/C to the sites identified by this poll. If there is a tie involving green, start with the green site.

Build queues:

Groton Switch temple to barracks[1], approx 5 shields wasted but we don't need the temple to get the iron after site H is built. This change is supported by discussion in the Berry province thread and several other locations, and matches what Plexus planned to do prior to the provincial borders being set. After barracks, queue is warrior, worker, warrior (sword if iron connected).

K site Have to go with warrior, temple here, or it will be a flip risk.

H site Warrior, worker, warrior (sword if iron connected)

Newly built townswarrior, worker, warrior if iron not connected, otherwise if iron is connected build spear, worker, sword -- don't want to wait 30 turns to start on the worker, so use spear in 20 instead.

Here is the summary of the fifth turn chat of Term 2 held on Feb 16. The major event of this chat were:
