I'm pretty sure Hillary Clinton SPECIFICALLY SAID that I was to take the stories that could be made into funny titles, and you were to take the stories that would cause MobBoss to have a seizure. Play to our strengths and all that.

You know, someone to oversee the complex task of managing the wars in Iraq and Afghanistan. The position would supposedly have authority over the Pentagon, the State Department and several other agencies, and would be responsible for the overall coordination of the war effort. Reporting directly to the President, you'd think it would be a real plum.

Only one problem: Nobody wants the job.

THE White House has had trouble finding anyone willing and able to take the job of high-powered tsar to oversee the wars in Iraq and Afghanistan.

The new position, which has the authority to issue directions to the Pentagon, State Department and other agencies, has been offered to at least three retired four-star generals. All have declined, senior sources said.

The White House has not publicised its interest in creating the position, as it hopes to appoint someone and announce the post simultaneously.

The idea of creating the new post stems from concern over the co-ordination of civilian and military efforts in Iraq and Afghanistan by different parts of the US Government. The White House has often had to act as referee between the Defence and State departments.

The new tsar would report directly to President George Bush and national security adviser Stephen Hadley, and would have the title of assistant to the president, the sources said.

"Czar" is American political speak for "fall guy." You appoint a guy as a Czar to be over your inane policy iniatives. When those policies fail, you can easily blame it on the guy with the Russian title.

That's very astute.

It fits in perfectly with George W's entire life. "Find someone else to do it". It also allows him to shift blame, just as you suggested.

I meant the simple fact that they used the word Czar. As far as I can see the last guy to hold a title Czar got executed back in 1918

Not to mention that when that Czar decided to become a "War Czar" and take command of the troops, he just made everything a lot worse.

They're both acceptable: 'Tsar' is the older spelling. I think 'Czar' is more common, especially in its current general use to mean 'guy in charge'.
