Inca: half to none road maintenance is already great but you also have double movement in hills.
Aztecs: Extra culture helps but not that much.

India - doesn't appeal, never used, not interested to give it a go

^I don't mean this harshly, just matter-of-fact: this is frankly a bad vote, made from ignorance. I also avoided playing them for ages, but when I finally did I found the opposite is true. India is a very powerful civ for a domination game or any game where you'll have puppets. Growing yourself out of negative happiness frees your production for other things. Give them a go, you might be very pleasantly surprised!

I've never found playing Greece to be that strong, though they are very strong when AI. Rome, on the other hand, can be a real powerhouse with its production buff.

Not enough culture per kill.
A great civ for research and arguably the best for One-City-Challenge.
 
We have 12 UAs left, shouldn't we start using +1/-3 instead of +1/-2, as per the opening post?

Interesting, makes you think in different ways to use it to your advantage during warfare.
It is powerful, but I find it to be somewhat boring.
 
I already voted today, but in response to your suggestion, I think it would be a great idea to change the minus two to minus 3.

Persia: I like to time golden ages with conquest phases.
Russia: I already have enough resources without doubling them. The +1 production alone isn't interesting enough.

Thanks, but no ta. Civ should be an Empire building game, a UA which penalises founding/conquering cities is pants. Also i think there are better combos for OOC's.

I like to try out different Civs, but there are a few (too many in civ5 :( ) which i can't be bothered with, either because they have a duff UU/UB or UA.

The thing is it does not penalise founding/conquering cities. double city unhappiness added so indian UA would not be OP. It encourages you to build large empires.

With RAs I find Ingenuity to be ... overkill. Without RAs I find Ingenuity to be insufficient. Overall extraneous.

Culture is amazing.

Rome's UA is very underrated...can add up to dozens of free buildings over the course of a wide empire game. As the game has moved more toward base :c5production: and fewer modifiers, % modifiers become even more valuable. Every Civ builds buildings, so it benefits any play style.

The Aztec UA stinks just as bad as the rest of the entire Civ. There's a reason why Monty is always possibly the most backward AI Civ. You have to be constantly warring just to get any benefit and typically warring is mutually exclusive from a cultural game. The benefit has little or no synergy with the method of generation.

Monument builders just isn't very interesting and is useful to some degree, but lacks a needed punch. 30% would be much better.

(+) Siberian Riches : good production, excess resources to sell, never lacking for strategic resources if you have a plot or two of them.

(-) Hellenic League : strong for city states and can save you a good amount of money during the game, but it doesn't generate a huge advantage unless using heavy states heavily.

India has the best happiness UA in the game. Why is hellenic Legion still here? It is terrible.

Inca best UA in the game saves a lot of money from roads and make all of your units halv scouts

The beauty of the aztec UA is that it lets you follow a militaristic path while still picking up a decent number of SPs. Once the Honor tree is complete, combat gives you both culture and gold in useful amounts, scaling nicely with game progression. It makes domination play much more enjoyable

The bonus resources from Siberian Riches are rarely useful, and the bonus production is negligible in most games. It is thematically decent, but Russia needs something stronger.

The Aztec UA (once buffed) was always quite powerful midgame, but the buff to Jags really helps it early game now. If you have a set of 4 barb hunting Jags, each of them only needs a kill every 12 turns to match France's capital, and you can usually do much, much better than that. All that, and the UA is fun, too.

Greece's UA is just kinda sad and boring. Not even the big numbers of Siam.

Inca: less maintenance means more money, and more money means more culture, more science and more military power. Plus double movement on hills means more effective combat.

Aztecs: Not enough bonus.
