Inca: Works on munted units - priceless :)

Aztecs: Very fun, but not powerful enough, biggest problem: it is not scale with marathon.

Inca: I tried out Inca yesterday and their UA is probably one of the best in the game. Hills being treated as flatlands is almost overpowered. At the start of a game, your warrior is close to being a scout - a scout that doesn't fight like a cripple. And if you start in a very hilly area, you don't even need to build a scout. Just warrior > monument > warrior or something similiar.
And this UA also helps alot in warfare since you can move up on hills with archers, catapults and so on and still have one move left to do - so you can usually attack something as well. I say this is the best UA in the game atm. Great for early exploration and great for warfare.

Rome: This UA isn't used a lot if:
-you build a lot of wonders
-you build a lot of military units in your capital.
You can only utilize this UA fully if you make sure your capital is "up to date" all the time. If you go to an early war and are forced to produce military units in the capital instead of buildings - well you get the point.

Just too good
Not useful enough. Resources are never much of a problem.

Siam deserves a +1, in my opinion. It's a versatile UA that will make interactions with City-States more rewarding, without necessarily pushing your game too much in that direction.

The Aztec UA stinks just as bad as the rest of the entire Civ. There's a reason why Monty is always possibly the most backward AI Civ. You have to be constantly warring just to get any benefit and typically warring is mutually exclusive from a cultural game. The benefit has little or no synergy with the method of generation.

To the contrary. By conquering you end up with a lots of puppets rather than self-founded cities. Which fits the trait perfectly, because the less core cities, the fewer the increase in social policy costs, and the more useful the trait remains. The Floating Gardens helps grow your few core cities to a large size.

France: France's bonus is too passive. I prefer a cultural trait which forces you to be more active, like the Aztec one. Not that I think this trait is "bad" or anything, but all the bad ones have already been eliminated now.

I think India deserves more credit.
The Andean Road gets too much credit.
I am not that much of a fan of France's UA, but it is quite clearly better than Aztec's.
There just isn't enough culture for every kill.

It takes so long with Siam to build up the gold necessary to make its UA really work for you that it really is pretty weak, especially with the CS science nerf. Babylon tho is a powerhouse from the start.

France is ridiculous early on. Indias UA just never seemed to gel with me. I already have enough issues with unhappiness.

These are all good UAs, but only one can be the best.
I am guessing Rome, then Siam, then Inca, then Persia, then Korea, then Babylon.

Another vote for Glory of Rome. The :c5production: boost is hard to notice, limiting its appeal, but do the math. The average city might build 12 buildings in a game. 25% discount gives you 3 free buildings at average cost. Per city. That dwarfs any other UA. Plus, any Roman Civ can benefit from it, no matter its terrain, resources, or objectives.

France's UA is nice but there are more efficient ways to get early :c5culture:, like Siam's UA. It gets you a nice start really early but by Medieval on it is pretty useless - and truly useless after Steam Power.

-Babylons science boost is superfluous on higher difficulties when using RAs, and insufficient without RAs.

(+) Persia : 10% Combat strength and one extra movement make warfare during a golden age very nice. Also given a double length golden age duration (or 2.5 - 3x with Chichen Itza or / and Freedom Finisher) you can pop great person after great person for endless mop up duty on easy mode.

(-) Inca : Useful for hills no doubt, but a forested area still limits mobility (not sure on a forested hill, my guess is yes). Upkeep reduction is nice, but again if your cities / puppets are in generally flat lands this won't make too much of a difference. If playing without start bias and the map is generally flat this UA suffers a lot.

France +1 Great threat lets you expand but still let you get enoug social policies at the end you will have more social policies So more bonusses...


Rome This ability only works like other said IF you constantly build buildings in you're capital if you want to produce a lot of military units you wil not be able to make good use of the bonus in certain games...
