Assyria: Treasures of Nineveh 16 Using this UA doesn't mean you have to be behind in tech. It just means you should bottleneck as much as possible. Go for writing and education then rush gunpowder, chemistry etc. Let your UA fill in the gaps.
Babylon: Ingenuity 40
Brazil: Carnival 4 It's benefits don't really help a lot until late in the game. I feel like it's better to postpone golden ages as long as possible (preferably after your musicians guild is built.) Even then I think the best thing about it is finishing aesthetics and saving faith to buy musicians during your late game golden ages. It's just a weird UA that isn't very versatile.

Assyria: Treasures of Nineveh 16
Babylon: Ingenuity 40
Brazil: Carnival 6 Sure it's not so much useful early, but late it's a tourism boom. The best UA for cultural victories.
Carthage: Phoenician Heritage 33
China: Art of War 18
England: Sun Never Sets 7 I prefer playing on pangaea and i don't use this UA so much.
Greece: Hellenic League 26
Korea: Scholars of the Jade Hall 37
Persia: Achaemenid Legacy 27
Poland: Solidarity 39

Some people are voting +1 -3 and it's +2 -4.

Assyria: Treasures of Nineveh 12- the effort-to-reward ratio is way off.

Why was Morocco knocked off so early? Some people are strange...

Looks good on paper but winds up being really weak in practice. The culture benefits only apply to individual civs and over the course of a game probably doesn't even add up to one extra policy. I think the extra gold was intended to encourage more civs to send trade routes to Morocco but in play you really don't get any more incoming trade than you would with any other civ. It turns out to be one of the weakest UAs in the game since all it is is somewhere between 4-10 extra culture per turn and about twice that amount in gpt.

Is there a reason the dashes were removed? It makes the number easier to see.

Assyria: Treasures of Nineveh - 14 - Calls for a unique strategy and I like it.
Babylon: Ingenuity - 40
Brazil: Carnival - 2 - Even with the tourism changes, this UA is still kind of one dimensional. The fact that it is only active during a tiny percent of the game makes playing brazil not as fun as it should be.

Babylon: Ingenuity - 40
Brazil: Carnival - 2
Carthage: Phoenician Heritage - 33
China: Art of War - 18
England: Sun Never Sets - 9 So, so fun, keshiks of the sea, only like much much better. Also encourages a fun aggressive expansion strategy.
Greece: Hellenic League - 26
Korea: Scholars of the Jade Hall - 37
Persia: Achaemenid Legacy - 27
Poland: Solidarity - 39
Polynesia: Wayfinding - 20 Runs out of use quick, and making lots of land units quick looks real bad one triremes come and outpace them. Plus it's use is far less on continents maps than Carthage or England's though. Like the moai culture, but that's about it for this civ.

I can't vote again for another couple hours, but can we get some clarification on what the actual totals are? Most of us have been voting +2, -4, but posts #256, 258, 260, and 261 all voted +1,-3. Should the totals be adjusted to reflect +2, -4, or should we just go with it?

They should be voting +2, -4, but trying to adjust the vote totals would be more trouble that it's worth. Perhaps if people go and read the line in the OP about voting, the one that's in bright red...?

Assyria: Treasures of Nineveh - 14
Babylon: Ingenuity - 40
Brazil: Carnival - 0- I love culture wins, but I like France better for its City of Light. This relies on golden ages so it is situational.
Carthage: Phoenician Heritage - 33
China: Art of War - 18
England: Sun Never Sets - 9
Greece: Hellenic League - 27- Super easy Diplo Win.

Polynesia: Wayfinding - 16 - This just peters out too quickly for me, and on Pangaea 2 of the 3 parts aren't useful.
Portugal: Mare Clausum - 24
Russia: Siberian Riches - 19 - It might appear bland to some, but double iron and horses are helpful, and I've found their +1 production bonus more prevalent than the Hunnic pasture bonus.

The Maya: The Long Count - 28 One of the few abilities that really compensate you for going wide and synergizes well with the civ as a whole. Not to mention it's flavorful and does affect how you play by making you rush theology.

Assyria: Treasures of Nineveh - 16 Bottleneck research and leave lots of space nearby for civs to settle. The dumb AI will keep sending settlers with tech for you to steal and new cities are easy to sack. Once you don't get anything go for the capital and repeat the process on the next civ. It's easy.
Babylon: Ingenuity - 40
Carthage: Phoenician Heritage - 29 I like all the rest of the UAs so this is hard. The mountain crossing is super situational and the free harbors used to be better when harbors provided production.

Admittedly the Kasbah is their strong point, but the UA is exceptionally useful early game. You will easily have more gold than other civs in the first portion of the game, a benefit which is then taken over by the Kasbah in the mid-late game. The UA is designed to give an early advantage. On its own it would be bad, but in context it is excellent.

And since the vote is about the UA and not the civ it makes a lot of sense that it got voted out early.

Babylon: Ingenuity - 40
Carthage: Phoenician Heritage - 29
China: Art of War - 18
England: Sun Never Sets - 8 - May seem bad at first, but +2 movement (even on pangea maps) can let you meet civs and city-states much faster, which can snowball into all kinds of nice effects.

Assyria: Treasures of Nineveh - 13 I'm usually already in the lead from the get go as Assyria, this doesn't add much.
