"Unit art is now fully moddable" --patch notes

Says so here. What does this mean? Can Nexus really do this now without lemmy's add-on? Does this mean we no longer have to find and install non-current versions of 3 different programs? Please post if you figure anything out...

Units art defines are in the DB now, I'm afraid it has nothing to do with the 3D tools.

Well that's nice but hardly warrants the "now fully moddable" quote. It was moddable before (just extraordinarily difficult to the point that only a few people could figured it out). I'm not asking for Firaxis to develop 3D tools, just access to (or documentation of) whatever pipeline the devs use to add 3D units.
