Do you have Enable High Resolution UI Scaling checked under Accessibility?
I finally figured it out, it's HDR. Once I turned off HDR the icons look crisp again.Have you tried verifying the steam cache? Maybe the transparency layer of the icons got messed up
Have you tried removing everything from your mods folder, instead of disabling them in game?Disabling mods - no change
Updating drivers - no change
Switching from DX12 to Vulkan - no change
Changing image sharpness - no change
Rebooting computer - no change
Any other ideas? I'm confused since you guys both have AMD cards as well.

But at least now I see where the units are...The black border on the unit flags looks awful
I wonder who asked for this. Were town yields so strong? And the change to Legions makes them at most get a +4 combat bonus, where most unique military units are balanced around getting up to +8 from their special abilities. Here I thought Rome was one of the most solidly-balanced of all the Antiquity civs.
