Btw, does puppet city luxuries counted for monopoly?
Actually, aiming for the right city-state can net you 2 or 3 monopolies in the first 2 merchants. The way More luxuries distributes luxuries makes sure that at least one luxury only spawns within city-state territory and because of that usually only 1-3 copies of that luxury actually spawns on the map, meaning you can get a monopoly of that resource as well as up to two of the mercantile only resources.Yeah, but with the way resource allocation works, that doesn't really make it much easier for a peaceful Venice to get one before East India in my experience.

Naturally, but why would you assume a non-standard mapsize?Maybe that works out on Small maps I guess, but I have never once had that happen on Large even, much less 2 or 3 in the same game.

that's why you go authority venice and abuse the easy mercenaries spam.I dunno, my latest Venice game ended up with 40 cities. Buying units in cities every turn was damn annoying.
Last time I tried Venice (King, mind you), there is a long gap since you can really start doing things. Venice is quite fit for conquest (what else can you do with that much gold?), but you need someone to settle near you, so you can connect resources, increase suppy, move units faster and provide some place for faster healing. Taking CS alone is not going to work, even when some of them provide monopolies. But if you wait too long for someone to settle nearby, you may be too backwards to make any movement. So, it's a bit luck dependent.I have never understood how to play tall Venice, its just so bad...
Maybe give diplomatic stuff to Rialto? It already provides additional votes, but i agree that it is not enough for diplomatic play
