Note that Firaxis contracted out leader voice acting to a studio in Montreal for Civ V, according to Augustus's voice actor Émile Khordoc.
Oh, I've found that Latin web where Émile Khordoc chatted with others about his work yesterday. It was very interresting to know how they were voice acting. According to him, he first tried to sound bombastic. I laughed when I imagined bombastic Augustus :D

Darius I (Aramaic) - (24-3)=21 I actually would prefer Darius speaking in some form of Persian. I know Aramaic was a lingua franca in the Achaemenid Empire, but this is the Persian civ, not Aramaea civ. His voice acting is sort of mediocre when compared to the others left.
Dido (Canaanite/Phoenician) - (22+1)=23 The Israeli accent is a nice touch. It is a wonderful attempt to bring Phoenician to life. And Julie Fainer is capable of voicing Dido's backstabbing moments.
