While it's true he doesn't need to sound extremely angry, he should sound at least a little bit angry. He doesn't sound angry at all to me.

Napoleon (French) -(13-3)=10 Boring, lacks a Corsican accent. He sounds like a guy from Quebec.

The reason why he sounds like a Quebecker is because a Quebecker voiced him. After all, as has been said numerous times, Firaxis contracted out voice acting work to a studio in Montreal for Civ IV and Civ V.
