Harun al-Rashid (Arabic) - 13
Kamehameha (Hawaiian) - 26-3=23 - I just really dislike his trade line - it's even worse than "Would you be interrested in a trade agreement with England?". Maybe it's the language, maybe it's his voice, maybe it's both combined - but I really find it annoying. Also, he doesn't sound sad when he is defeated or angry in his hate lines.

Napoleon (French) -(13-3)=10 Boring, lacks a Corsican accent. He sounds like a guy from Quebec.
The reason why he sounds like a Quebecker is because a Quebecker voiced him. After all, as has been said numerous times, Firaxis contracted out voice acting work to a studio in Montreal for Civ IV and Civ V.

Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - 13
Kamehameha (Hawaiian) - 24-3=21 - I really dislike his voice. I find it annoying, and he should sound at least a little bit angry in hate state. And I really hate to trade with him, because of his trade line.

Harun al-Rashid (Arabic) - 13
Kamehameha (Hawaiian) - (21+1)=22 I will defend Kamehameha's awesome voice against Hawaiian haters. :p I listened to his angry lines and he sounds sufficiently mad. His tone of voice is completely different from when he is friendly.

Ahmad al-Mansur (Moroccan Arabic) - 17+1=18 - Ahmad's voice actor has a great warm and friendly voice. And he sounds angry in his hate state. His hate state voice is angry and it sounds like he wants you to immediately leave. Also, he doesn't have annoying trade line.

Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - 13
Kamehameha (Hawaiian) - 22-3=19 - He should sound at least a little bit angry in hate state. Kamehameha isn't angry - he just doesn't use his friendly tone. And he has the most annoying trade line in game. "Emaaai!"

Oda Nobunaga (Japanese) - 12
Pedro II (Brazilian Portuguese) - 27
Pocatello (Shoshone language) - 27
Shaka (isiZulu esijulile) - 28
Theodora (Greek) - 26

Gandhi (Hindi) - 13
Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - 13
Kamehameha (Hawaiian) - 19-3=16 - My reasons are pretty much same - doesn't sound angry in hate state and he has horribly annoying trade line.

Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - (13-3)=10 I just find the voice acting for Harun mediocre and bland.
Kamehameha (Hawaiian) - (16+1)=17 He doesn't need to be screaming in order to be angry. Just his low growl is enough. He mai means "Come" and it makes sense he's emphasizing that phrase.

Harun al-Rashid (Arabic) - 10
Kamehameha (Hawaiian) - 17-3=14 - I know that his trade line means: "Come! Let our people feast together!", but I really hate when he says it. Also, he's pointing at you with spear, prepared to fight. He really should sound more angry. His mildly annoyed voice isn't enough for me. I like his friendly voice tho.
