Montezuma (Nahuatl) - 1 - But... Ximicacan...
Napoleon (French) - 11
Oda Nobunaga (Japanese) - 24
Pedro II (Brazilian Portuguese) - 25+1=26 - Pedro's voice... He sounds like and old man. Old man, tired by ruling his vast Brazilian Empire for so long time, which fits to the evening time and his peace music. Man annoyed by your presence, but not like "I'm so strong I'm bored with it" Augustus, but annoyed by you interrupting him in his work. When you declare war, his voice changes to cold and unfriendly. It's great voice for one of my favourite leaders in history.
Pocatello (Shoshone language) - 24
Ramkhamhaeng (Thai) - 17
Shaka (isiZulu esijulile) - 27
Suleiman (Turkish) - 4-3=1 - If Monty must go, he shouldn't go before Suleiman. Guandao once stated that he sounds like a young man trying to sound old. And I agree.

William (Dutch) - 25

Pocatello (Shoshone language) - 24
Ramkhamhaeng (Thai) - 17
Shaka (isiZulu esijulile) - 27
Suleiman (Turkish) - 1-3 = Eliminated Time to put him out of his misery. Agreed as worse than Monty.

Montezuma (Nahuatl) - 1-3=-2 (ELIMINATED) - Well, it's too late to save Monty, so I'll put him out of his misery. At least he didn't go before Sejong and Suleiman. So... Ximicacan. Ximicacan! XIMICACAN!
Napoleon (French) - 12+1=13 - But it's not too late to save Napoleon. He has the voice of backstabby French Emperor. He has the voice of great general, and I can imagine him leading his armies against an enemy with this voice.
Oda Nobunaga (Japanese) - 24
Pedro II (Brazilian Portuguese) - 26

Ashurbanipal (Akkadian) - 25
Askia (Zarma) - 21
Attila (Chuvash) - 15-3=12 - I couldn't decide between Maria "too young voice" Theresa and Attila "the broken Chuvash man". But I've decided for him, because when fluent Chuvash speaker can't understand what is Attila saying, something is wrong.

Ashurbanipal (Akkadian) - 25
Askia (Zarma) - 21
Attila (Chuvash) - 9 + 1 = 10 (While the language is not accurate, the voice actor himself did an excellent job of portraying Attila as a fearsome guy. His AI is the only one upon whom declaring war actually made me start in my chair. He sounds *SO* furious and vengeful that it adds some excellent drama (most other leaders simply sound like they are smirking and/or annoyed, not furious))
Augustus Caesar (Latin) - 22
Bismarck (German) - 22
Boudicca (Welsh) - 23
Catherine (Russian) - 17

Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - 16
Kamehameha (Hawaiian) - 24
Maria I (Portuguese) - 24
Maria Theresa (German) - 13-3=10 - I've heard both Attila and Maria Theresa yesterday. Attila sounds like bloodthirsty warrior with imposing voice, so I'll leave him for some time. But although I like that Maria Theresa sounds like a snobby aristocrat, she sounds 10-20 years younger than she looks. Choices must be made.
Napoleon (French) - 15+1=16 - You know you've made a mistake when you declare war on him and he sais: "Tu es tombé dans mon piège. Je vais t'enterrer." ("You've fallen into my trap. I'll bury you.") It fits the military genius that Napoleon was.

Kamehameha (Hawaiian) - 24
Maria I (Portuguese) - 24
Maria Theresa (German) - 7
Napoleon (French) - 15
Oda Nobunaga (Japanese) - 24-3=21 - the "Demon King of the Sixth Heaven" who almost ended the Sengoku period sounds too polite, and speaks too slowly. Also sometimes he sounds like he's crying while speaking.
Pedro II (Brazilian Portuguese) - 26
Pocatello (Shoshone language) - 24
Ramkhamhaeng (Thai) - 17+1=18 - there are lots and lots of dramas and tv series in Thailand which have settings in the past so the choices of words are very good. Combine that with the calm voice of his and he gets a point.
