Civ VI can afford him speaking both Hindi and English, because they have separate cutscenes. I can't imagine him greeting me in Hindi, asking what I want in English, offering me a trade that he likes more in Hindi and accepting it in English.

Catherine (Russian) - 17-3=14 - Now we're in situation where the bad voices are eliminated and we're picking from the good. Every leader shows his character from his VA. Some are arrogant, some are friendly, some are mad... The problem with Catherine is the they went little bit too far with her flirting nature. Oh my god, you lost your entire empire, millions of soldiers and people died and you are still flirting with me?

Don't forget that Catherine the Great is voiced by a professor of Slavic studies in Montreal (in the same university where Augustus's voice actor teaches), though in reality, Catherine the Great had a German accent.

I've always found fascinating how woman from poor and unimportant German noble family became the greatest female leader that Russia ever had. But I think the lack German accent is a minor problem. The bigger problem is her flirting nature to me.

Dust on his toga or his nails are more important than you and your whole empire. Émile Khordoc did a perfect job when he provided voice for this uninterested emperor.

Catherine (Russian) - 5-3=2 - As I said several times, I really dislike her flirting behavior. She doesn't act like a Russian leader should act. Also, she doesn't treat you like a leader. She treats you like some cute stranger, and her defeat line is one of the worst in game. The loss of Russian Empire, death of hundreds and thousands of people don't sadden her. She is smiling at you and she actually sounds kinda happy that she is your prisoner now. I like her voice, I like her hate state voice, but I dislike her behavior.

Theodora (Greek) - 25+1=26 - Theodora is similar to Catherine, but better made, and even understandable. She was an actress, which also meant prostitute in Byzantine Empire. Also, she has better pose for her behavior. I wouldn't say that she's flirting with you. She is playing with you. But she still knows that you are leader of a country, and that she is Empress of Byzantium. You and your empire are friends to her and Byzantium - until you anger her. Then playing goes aside and she becomes unfriendly and her voice is cold. Then I declare war on her and I know I made a mistake not just by the Star Wars like Byzantium war theme, but also from her calm and confident reaction. She calls you a friend! When you declare war on someone and he sais friend, it means you have made a mistake. That is the exact feel I had. Well, actually I didn't, I was much stronger. I crushed the Byzantine Empire with help of my giant army and she appears, but not with horrible defeat line, but with some strong speech when she sais that nobody will aid traitor. If Catherine was more like Theodora, I would probably downvote someone else.
