Harald Bluetooth (Danish) - 17
Harun al-Rashid (Arabic) - (10-3)=7 Harun doesn't sound too angry in his hate lines as well. But I feel the VA made him sound too bland and boring. This is the Caliph associated with Arabian Nights! He needs to sound interesting. I think Ramesses II had a better voice actor, despite speaking the wrong language.
Kamehameha (Hawaiian) - (13+1)=14 Could the VA have sounded more angrier in his hate lines? And less annoying in his trade line? Sure! But I think he was one of the best choices Firaxis could've picked for the Hawaiian King.

William (Dutch) - (32-3)=29 Willy can afford a few points shaved off. Plus Willem van Oranje's mother tongue was French. His Dutch probably wasn't as fluent as the VA's.

Ahmad al-Mansur (Moroccan Arabic) - 20
Ashurbanipal (Akkadian) - 29
Askia (Zarma) - 22+1=23 - First of all, we have the fact he speaks Zarma, which is great. Second, I really like his voice, because he really sounds like a king of Songhai. It's strong and imposing. And he has a good hate state voice.

Harald Bluetooth (Danish) - 17
Kamehameha (Hawaiian) - 10+1=11 Hate State voice consists of short phrases in which he still exudes authority. I enjoy listening to his attacked, declare war, and defeated lines.

Oda Nobunaga (Japanese) - 12
Pedro II (Brazilian Portuguese) - 27
Pocatello (Shoshone language) - 27+1=28 Always love meeting him; his deep voice fits well with the character and the music. His 'angry' voice is very well done too

Harald Bluetooth (Danish) - 17
Kamehameha (Hawaiian) - 11

Just an interesting tidbit about the voice acting process, I remembered reading about how the recording studio struggled with at least one voice actor for one of the expansions. The voice actor didn't sound angry enough in their hate lines, but they said it was because the historical leader would not act too angry in real life. I guessing the leader is Haile Selassie, but I could be wrong. It seems like Kamehameha's VA had this same problem.

I think that Haile could be right. From what I know, he was a quite silent man. But the hate state voice problem with Kamehameha is just wrong. He was a warrior and he unified Hawaiian islands with force. He really should have better hate state voice.
