What about 1.19 ?

Sorry, I don't look at modmods. If you have a concrete suggestion to make, I am all ears (in the suggestions thread).

The thing i think the mod lacks right now is a way of representing everyone who is not a civ. It would make a big difference is some sort of big system of "Lesser civs", perhaps call them "tribes" or "peoples".
These would be unplayable civs replacing barbarians and certain independants.

One could perhaps look at Civ Col native civs, just as some sort of inspiration.

Just throwing thoughs out here:

Im thinking that each era has a certain "map" showing what peoples lived there during the time, these would be quite vague and general. So "finnic people's" rather than "Ingrians, Estonians and Finns".
They would spawn some sort of structure similar to tribal villages, perhaps as a way to make them less or more hostile and to trade?

you get the idea! It would be a big project but i think with a proper framework it would enable us to show more people and cultures without adding civs!

An other one might be Crusader states, It might just be civbloat, But a dynamic civ that can spawn when an Catholiv civ takes Jerusalem, Antioch or a baltic city might be interesting?
I could see a mechanic where it can't build units instead having to ask other civs for "Donations" of troops and gold.
Maybe it would work as a framework for a Army-based civ?

If the mechanic is fun then perhaps it could be used for

Well if we go middle east there are still some holes in the map, in the bronze age we can have the kingdom of the Nabataeans, who built the region and were also the predecessors to Arabs, imagine the Greek kingdom of Bactria, kingdom of Israel, and we might finally see something other than an independent city Jerusalem blocking way.
Also if we start adding crusader era civs Armenia is a candidate, and probably the Muslim powers should be more diverse, with constantly changing names to represent all the different caliphates.
Thinking about Oman too, a trade civ, maybe with like India and Africa contact and resource uhv. Maybe a UHV like become friendly with India or get X timber and Indian resources from them by trade.
With the new map maybe it's all possible

Yeah, I predict the next civilization to come into this mod to be Boer/South Africa.

Australia could be here too, but it may not be as unanimously agreed as SA.

Something I didn't like the thought of at first but have come around to, have minor civilzations that only spawn if the player is playing a certain civilization. If you play as France, the Lombards spawn within a few turns in Italy. If you play as England, Scotland spawns around the same time. Rome - Illyria etc. It doesn't upset the balance for the AI too much because the player should be taking them out but would be more interactive than indies or an unsettled map.

If we're talking wish lists, I'd love for a chance to be given to a Hopewell/Mississippian ("Mound Builders") puzzle civ, maybe one that only appears if you play as it (à la Polynesia).

Maybe a new kind of treaty?
Border demarcation treaty: your current cultural borders between you and this civilization are frozen until this treaty is broken.
Also, -50% diplomatic malus for cultural tensions along these borders.
Besides being gameplay-wise interesting, this would better simulate the post-1648 world where borders don't always move if you build a wonder or a shrine.
