Would any other creature be able to even communicate, if it somehow had the means to talk and used a known language?
I doubt they function in so similar way - that is those few types of beings which actually have the minimum intelligence required in the first place.
Eg whales and such might not be having "discussions" between themselves anymore that'd you call pheromone triggers a form of discussion. Language, on the other hand, is obviously distinct from the message to be conveyed - no two humans form the same word in their mind in the same way in the first place.
Low-level communication between humans and lower animals already exists, it's just not verbal. It's not of an intricate level either, regardless of what the human may project.
