We got a Great Leader in the preturn, and he's making his way to Kyoto. He will arrive in 3 turns, however, 1 tile is in Russian territory, which means 1 turn for stopping in Russia. (Russia WILL accpet a flat out ROP for ROP deal. That would get the GL to Kyoto quicker).
Why do we want to do this?
1 - We can build Newton's University
2 - Greece is building it, and will be done in 3 turns - based on the embassy screenshot (the downside is that Greece could cascade to Universal Suffrage, but seeing that we won't be a democracy anytime soon, or at all, I think that risk is diminished)
3 - Kyoto is size 12, and generates the most income. Plus, it would put cultural influence on the frontier, and help science.
4 - Greece is Commercial, and letting them have it (IN THEIR CAPITAL!!) means they'll research techs faster, sell it, and have a powerful war economy.
Of course, there's other options:
1 - rush a great/small wonder
2 - rush the palace
3 - Build an army
