I voted Publishing, mainly because of the Steam requirement and DLC shown so far. I'm curious as to how much it will change the modding scene, for the worse.
Right now I'm worried about combat AI, after reading the PC Gamer review and I think seeing it elsewhere that the AI will sometimes move ranged units up to your melee units, effectively suiciding them. To me, that's just bad. I don't expect the AI to be a strategic mastermind, but I do expect it to avoid obviously dumb mistakes. So hopefully that kind of stuff isn't happening at release.

I have faithfully followed Civ through uncounted game hours on the DOS version, II, III IV and even Colonization (which I still have a look in on). The ride was fun, even though some of the concepts seem dumbed down, dated or downright flawed now.
However my financial circumstances make getting a Steam account virtually impossible.
So I'll be giving V a miss.

Steam would go broke instantly if they started charging a subscription fee (in fact they say they make more money selling games for $5 or $10 than they do on the same titles selling them for $50), and Steam only collects non-personal data, and even then only if you explicitly authorize it to do so.Fair comment, and Valve's Steam Subscriber Agreement says it offers some subscriptions for free. Does this mean that Valve could decide to make the free access accounts into paying ones? I would hardly expect Valve to provide explicit assurances on this, but I have gone through two instances where free access has been forcibly merged into fee paying ones. Business silence on this matter may mean nothing to some, but from my position it sends the wrong signals. I don't have the comfort of a fall back means of making electronic payment so this is a big deal for me and I fail to be comforted by the available info.
On another point, I must confess that the idea of Steam spying on my PC use doesn't fill me with thrills.
