Ugh this is such a horrible and disgraceful mess. I seriously hope someone sorts this out quickly before reading all these numbers drives me completely haywire. :( :( I definitely think you should go back and revert to before whatever caused the problem.

Is there a query that can be done on the database that will replace "8220;" "8221;" etc with their correct characters? Do the admins have SQL write access to the database? Can you copy the db to a safe place and try it there first?
 
Please tell me this is not a permanent fudge up?

I'm worried if they changed the filter now.. it wouldn't remember the old, correct text..

But suppose someone was actually using those numbers in a post? Maybe for some code. Wouldn't that mess it up?
 
No it's what happens if you type an apostrophe into Word and then copy it into the forum.
