I don't think there's anything wrong with being optimistic. However, Symphony is right that past behaviors are a good indication of future behavior, unless a concerted effort to change that behavior is made, and even then change isn't always assured.
Players need to be looking for mods willing to make strong commitments to improve, and then they should support them and their threads wholeheartedly, unless it looks like that moderator's reverting to bad behaviors. If the playerbase isn't willing to support mods' efforts to improve themselves, we won't have many mods.
But, if previously failed mods make no attempts to address the causes of their failure, they're doomed to keep failing. It's silly that it took me this long to realize it.
