I think that's not even the most important reason. External enemies are very useful to divert attention from problems at home and to justify, whenever desired, any changes that would otherwise be unacceptable to people.

Bah, how many western democracies were overthrown by islamic terrorism? A few disperse groups of mad people are no serious threat. I'm more scared of some being overthrown with the excuse of "a more powerful government is necessary to fight terrorism".

My Poli Sci professor (and other authors like Kaldor, blah, blah, etc.) says the next world wide threat will be resource scarcity caused from over-exploitation and global warming and this will cause the subsequent disestablishment of states unable to control groups competing for resources. All of this leads to good stuff like an influx of too much migration to the western states, and an increase in generalized terrorism and paramilitary groups perpetuating violence and crime for profit (not just islamic terrorism). Global warming could also be a threat to the "western world" by itself as well.

That's what I've been saying all along too!!

Actually, this is a bigger threat than terrorism even right now.
