Why does the AI value their excess luxuries more than 10s of GPT?

Hiawatha has been coming to me pretty regularly, wanting my Jade badly enough to part with nearly 20 GPT in the early Renaissance:

But he simply will not give up his Salt at similar value despite currently hording five of them:

What's the logic, here? He clearly wants the stuff, and he has resources I want in excess. What's he holding out for?
 
My guess is that he's valuing his salt at a higher value then he values your jade. Similar to how open border deals end up uneven I imagine.

Well, yes. I mean, that's pretty clear. :p

I'm trying to figure out why, because that doesn't seem like a logical way to value things. He has FIVE of them and zero Jade.
 
The less he likes you, the more he will charge for his luxuries, so I think the salt is expensive because he really doesn't like you. It's less obvious why he'll pay so much for your jade - maybe he really needs it? I also remember a recent post by Gazebo saying AIs will pay a lot for a luxury to keep you from attacking them.

Yeah, if he just didn't like me, he'd pay less for anything. I don't believe it's that.

I shouldn't really be close enough (or have a large enough military) for him to be concerned. He's top dog.

Maybe he knows it will complete some quests / WLTKD's for you and doesn't want you to close the gap?

Apparently not, judging by the green ring around his icon indicating friendliness.

I think that the AI could be coded like this so not to overly benefit the human. Maybe he gets better prices from other AI. I don't know really.

Haha that doesn't mean much! I think the prices they charge for spare luxuries are a much more reliable guide to their attitude towards you. If they're "friendly" and They desire friendly relations with your empire I worry more about being attacked than if they're hostile.
 
Dont think too much. It is simple. They hate you.

When they hate you, all deals will have low value. It's not selective.

Is the 'desire friendly relations' mod even still around in VP? In vanilla, it was pretty much reserved for the AIs with a deceptive flavor(Carthage).
 
Just in my game yesterday, Hiawatha proposed pretty much the same deal ... and then DOWed me the next turn.
 
Maybe he have a lot of cities which need jade to trigger their WLTKD. I remember, AI is calculating this into the value of luxuries.
 
The answer is quite simple: they have a monopoly on salt and tradind one will revoke the bonus for a long time.
Just like it's harder to trade for single unit resources (as the happiness hit is taken in account in the trade), it's also harder to trade for monopoly resources.

Thats not how monopolies work.
You get a monopol, if you control 51% of one luxury. Controlling means, those luxuries are connected in your own territory and by allied city states, no matter how many of them you trade away, you still control them.

Trading resources doesn't affect your monopoly.

EDIT: Something I maybe should have been more clear about is that this is not a one-time occurrence. I see this pretty regularly.

It might be moreso, "I have a monopoly, so you likely MUST trade with me to get Salt, so I'll charge you a premium for it." If he happens to have spares of other luxuries, how does he value them? I've seen some variance in luxury valuing (likely based on number in world + availability), but there usually isn't a super drastic difference in price.

Also, at 190 gold a turn (for you - unsure what he's at), he may be comparing the luxury value against a % of GPT.
