[WIP] Project Civ: A Quality-Oriented Civ Pack

Latest build fixed unwanted behavior with the vulture's river promotion, causing it to ignore terrain costs on leaving river tiles (for the first move.)

Still haven't done anything with the Ziggurat.

The Ziggurat is what I want to really hit. I feel like it's what's making this whole civ unbalanced.

I am cautious to give a civ with a free tech any science bonuses. I also am wary of giving it culture or tourism, as I think the trait is enough.

What I wouldn't mind though, is giving it a great work of writing slot or something. Maybe cause the building to make the city give a great people rate if the great work slot is filled? Or perhaps cause the city to exert extra religious pressure.

This brings us back to our current thing, except that it can give the 2 tourism at any time, but makes the great people rate something that you have to work for.

However, as I said before, I'm wary to give any tourism bonuses on it.

The only thing I'd say is that if you have tourism bonuses in both the UA and the UB, it lends itself towards being a late-game civ...which is not what I would've expected from Sumer. If that's your intention, then fair enough. I get the +2 culture bonus and think might be enough on its own without the tourism addition; maybe for the ziggurat, if it increased the great people rate and had a slot/2 slots for one of the great people, that could make it a bit more flexible/useful.

The test version's artwork looks really good.

I think I'll just pare the tourism off of the Ziggurat. It's worth noting that it costs full maintenance and is more expensive to build than the temple that it replaces.

However, I'm also thinking of paring off the Great People modifier as well.

I really like the idea of giving it 2 faith, 2 maintenance, and a great work of writing slot. If the slot is filled, the city either gives off more religious pressure, or faith is modified in that city.

I think great work of writing is compatibile with "early game culture power."

I understand that any victory condition is going to be late game, but I think Sumer fits into the whole thing of cultural-religious powerhouse. When I first started with Sumer, I wanted someone that was a cultural power. Then Gods and Kings came along, and I wanted someone that was a religious-cultural power. This hasn't changed with Brave New World, just how culture victories are won. Looking at the field of civilizations, I don't see one (perhaps apart from Assyria) that gets and early running start at the culture game. So that's what I decided to do with Sumer. The great people rates are old relics from the time when Sumer was a builder civ.

I give the tourism on rivers for the early culture bonus, and in addition to give Sumer something to want to fight over. In addition, you can get 4 cities up to be efficient at gaining policies, and then conquer a bunch of other river cities to have a strong tourism game going. The vulture and its bonus, which is carried with promotions, helps with defending and conquering other river cities.

The religion focus can also aid in a culture victory, as sharing religions gives a modifier on the effects of Tourism.
 
Well, I just found a use for while loops. Thank god for instances. Makes up for the lack of events, I guess.

Looks good to me! This civ will be integrated into the next incarnation of my mod in the exact way it's been created here (with, of course, the appropriate credits).
 
Just a status update -- I'm taking a bit of Focus off of Project Civilization for Project Damascus and Project Aztec.

I can't really talk about either of them, but you'll be hearing about Project Damascus near the end of the month, hopefully.

(For those wondering about "B," Project Burma is all but dead. It might rise out of the ashes based on how well Aztec and Damascus do.)

Back to Project Civ, Expect another release within the month, I'd say. It's been kinda tough getting the new Ziggurat to work. I'm basically going to have to use three buildings to do it. One to display culture, one to give it, and one to act as a bit of a "semaphore" because Grand Temple.
 
I've been playing version 5 and it's better balanced I think. I found it a bit too easy to get the cultural victory (even for me!)

You found it easier in v4 or v5? Also, be on the lookout for:
  • Not being able to construct a Ziggurat after Philosophy
  • Being able to build two instances of the Ziggurat
  • Ziggurat not yielding Tourism in a River city
  • Ziggurat yielding Tourism in a non-river city
  • Not being able to construct Grand Temple with a Ziggurat in every city

Welcome aboard, Greg! Your reputation precedes you, Irkalla has nothing but praise for you. And rightly so, the music sounds awesome, just like Vanilla's. I might have to get you to try do some for the More Civs project when you have the time, I haven't been able to find any decent Maori instrumentals anywhere
